Hugo Planning Commission <br />December 14, 1977 <br />Page 4 of 5 <br />11HITE BEAR ROD & GUN CLUB — FILLING OF RICE LAKE <br />The Planning Commission was directed by the City Council to review the application. <br />A letter was received from Howard Kuusisto stating that he couldtmake comment on <br />the application because of lack of information. Mayor LaValle was present, and stated <br />that the city would not incur the cost of obtaining soil borings at the site. Ehret <br />related Mr. Gillen's opinion that the city should not consider any application from <br />the gun club because of ;,heir current status (court ruling). The club would like <br />to fill. ' wetland m+iW sand as a possible solution to recovery of lead shot. <br />The city has been asked for input, but the DER will make a ruling without it. The <br />city has until January 1, 1978 in which ;;o reply. Rosenquist felt that it would <br />be impossible for the Planning Commission to review because of lack of information, <br />and lack of engineering knowledge. <br />7hret made motion, seconded by Peliter, directing the secretary to write a letter <br />to the city Exi ineer instructing him to get additional information needed, either <br />through the gun club or any other way he wants. Report by December 289 1977. <br />VOTING FOR: Peltier <br />VOTING AGAINST: Peloquin, Greger, Rosenqu st, McAllister, and Ehret <br />Motion Failed, <br />Mr. Perron stated that the land in question is all brush, and there is no water <br />standing after a significant rain. Part of the land is already high, and to the <br />east they plan to fill about 18". <br />Ehret made motion, seconded by Rosenquist, that it is the opinion of the Planning <br />Conmission that the following technical data should be a matter of record before <br />any comments can be made: <br />1. Topographical information <br />2. �imount of fill required <br />3. Relationship of the support ability of the soil underneath <br />Ione of this information is available to the city. The city respectfully requests <br />that the Department of Natural Resources investigate all of these areas thoroughly <br />prior to issuing of said permit. The DER is also requested to review the public <br />interest input that is a matter of record.. <br />All aye. Motion carried. <br />MIGO A & W — SPECIAL USE PERMIT <br />aosenquist made motion, seconded by Peltier, that the Planning Commission recommend <br />to the City Council to release the bend of the Hugo A & ':•;, pertaining to their <br />Special. Use Permit. <br />VOTING FOR: Peloquin, Peltier, Greer, Rosenquist, Gillen, McAllister, and Ehret <br />Motion carried. <br />
