Hugo Planning Commission <br />August 24, 1977 <br />Page 2 of 4 <br />The letter should also state that the best the Commission can under- <br />stand, the zoning law does not permit the request in question, but <br />consider that the request is made as a result of the current condition <br />of the gun club. Item 5 of the existing Special Use Permit should <br />be reviewed. <br />Motion made by Ehret, seconded by Peltier, to have the secretary send <br />letters to City Attorney and County Planner to ask their opinion re- <br />garding the request of the White Bear Rod and Gun Club. <br />VOTING FOR: Ehret, Peloquin, Peltier, Rosenquist, and McAllister <br />VOTING AGAINST: Greger <br />Motion Carried. <br />Richard Schuh - Amended Mining Permit <br />Motion made by Peltier, seconded by Peloquin, to add Richard Schuh <br />to the agenda. <br />All aye. Motion carried. <br />Mr. Hiniker represented Mr. Schuh, stating their request to add a <br />bituminous mixing plant to their mining permit. Mr. Schuh was a <br />successful bidder, and awarded a contract for 32 miles of asphalt <br />resurfacing. Mr. Hiniker stated that work was to commence on September 6, <br />1977, so they did have a time problem. Peloquin stated the mining <br />permit included hot mix plants, and a public hearing would not be needed. <br />Hiniker stated that they were asking for the following: <br />1. location of asphalt plant, <br />2. Haul permit to haul in crushed rock, <br />3. Additional haul route (152nd street, 7/10 of a mile) and, <br />4. The mining permit for additional materials on site. <br />Mr. Hiniker suggested that the City Engineer inspect the plans prior <br />the City Council meeting of September 6, 1977. Rosenquist stated he <br />did not feel a recommendation could be made without the engineer's <br />report. Hiniker stated that Brainerd Blacktopping Company is res- <br />ponsible for obtaining the PCA number. There will be 300 loads <br />coming in, and 600 loads going out to do County Road 4. Ehret stated <br />that the engineering report on the new haul routes was a major concern. <br />Hiniker stated that they have always complied with what the engineer <br />requested. <br />Motion made by McAllister, seconded by Peloquin, that the Planning <br />Commission recommend approval of (A) adding 152nd Street, from Irish <br />to Jeffrey, as a haul road subject to the following: <br />1A. That the additional haul road be reviewed by the City Engineer <br />and that his recommendation be followed, <br />2A. All current requirements for Irish Avenue be included on 152nd Street <br />
