Council Minutes - July 19, 1994 <br />Page 3 <br />Motion made by Miron, seconded by Leroux to direct the staff to prepare an <br />ordinance reflecting the Council's views on rock crushing, which then may <br />be discussed at a public hearing. <br />All aye, motion passed. <br />PLAYGROUND EQUIPMENT DONATION <br />The Hugo Lions Club has donated $3,000 to the City of Hugo for the <br />purchase of additional playground equipment for the City park adjacent to <br />the City Hall, and have recommended the purchase of three pieces of <br />equipment at an installed price of $3,020. The City would also be <br />required to potentially purchase protective surfacing material for the <br />ground under the play structures for child safety. <br />Administrator Museus raised the following issues regarding the playground <br />equipment. One, that additional upgrades to the existing park were <br />proposed when there has been a request for neighborhood parks and <br />secondly, that there should be some design consideration for the <br />installation of the equipment. <br />Joel Dresel, offered to donate the services of OSM and their landscape <br />architect to assist in the design and installation of the project. <br />Motion made by Leroux, seconded by Miron to accept the donation from the <br />Hugo Lion's Club of the playground equipment and to send a letter of <br />thanks, and to accept the offer of OSM to assist in the design and <br />installation of the equipment. <br />All aye, motion passed. <br />ICE FISHING ORDINANCE DISCUSSION <br />Councilman Brunotte updated the Council on the activities of the joint <br />committee studying the need for ice fishing regulations on Fuld Eagle <br />Lake. The committee was requested by the Fuld Eagle Lake Association, and <br />is comprised of members from the cities of Lino Lakes, Hugo, and White <br />Bear Township. <br />Vice President of the Fuld Eagle Homeowners Association, informed the <br />council of the enormous amount of debris left on the lake from the ice <br />shacks. The bulk of which was construction materials actually from the <br />shacks themselves. White Dear Township proposed a ban on all permanent <br />ice shacks for one year. Councilman Brunotte stated that the fisherman <br />should not be blamed for all of the debris nor be categorized as "slobs". <br />Mr. Rrunotte encouraged the Council to assist in a solution that would <br />benefit all users of the lake. <br />
