Staff <br />recommended that the City Council reject the bids and readvertise. <br />Miron made motion, Leroux seconded, to reject all bids and readvertise for <br />sale of the 199► Harley-Davidson motorcycle. <br />All nay. Motion Failed. <br />City Attorney, Kevin Shoeberg, stated that the City had received an offer <br />of $1,000 higher than the highest bid, and that the City could conduct a <br />private sale of the motorcycle. <br />Miron made motion, Leroux seconded, that the City reject all bids because <br />of them being too low. <br />All aye. Motion Carried. <br />INTERN APPOINTMENT <br />The City of Hugo has received a grant of $3,000 from Washington County for <br />preparation of the City's Solid Waste Management Plan. The Council, in <br />prior action, approved the hiring of a temporary employee to serve as <br />Recycling Coordinator to coordinate and prepare the Plan. Staff <br />recommended hiring Laurie Mesera-Kerr as an intern at the rate of <br />$7.00/hr. Councilman Brunotte felt that the City should utilize the <br />services of Washington County to implement the Plan and use the $3,000 for <br />other related purposes. <br />Stoltzman made motion, Miron seconded, to hire Laurie Mesera-Kerr as an <br />intern to prepare the City of Hugo's Solid Waste Management Plan at the <br />rate of $7.00 per hour. <br />VOTING AYE: Lerouy:, Miron, Stoltzman <br />VOTING NAY: Brunotte <br />Motion Carried. <br />REQUEST FOR ORDINANCE CHANGE (DUMPSTERS) <br />Residents along Fondant Avenue have requested that the City of Hugo <br />consider amending City code to require garbage dumpsters to be fenCpd as a <br />matter of public safety and aesthetics. The City has also been provided <br />with a copy of the White Bear Lake city code regarding the keeping of <br />dumpsters. Councilman Brunotte suggested that the newly -appointed intern <br />review this matter. It was also suggested that the site plan allowing <br />Ricci's apartments be reviewed to determine if the matter of dumpsters had <br />been addressed. <br />BUDGET WORKSHOP <br />The City Council met on Monday, August 8, 1994, to discuss priorities for <br />the City's 1995 budget. In order to meet the statutory deadline of <br />9/15/94 for submission of the City's tentative tax levy, staff requests <br />establishment of a special meeting to review the tentative City budget, <br />and establish a maximum tax levy for 1995. <br />
