I_!06:1Fi€i1 meeting of November 21, 1994 <br />Page 4 <br />RECYCLING BINS <br />The Council considered a memo prepared by Intern, Laurie Kerr, regardinq <br />the use of City -sponsored recyclinq bins to encourage recycling in the <br />community. Mrs. Kerr was at the meeting to discuss this matter with the <br />Council. Three bins were reviewed by the Council, with discussion pro and <br />con of their usefulness. There was discussion of expending the City`s <br />grant money to purchase recycling bins. It was noted that the City will <br />need to identify to the County where the grant money will be spent, and <br />the expenditUres must be recycling -related. <br />DARE PROGRAM <br />Deputy Larry Ostermann, Washington County Sheriff's Department, addressed <br />the Council regarding the Drug Abuse Resistance Education (DARE) program <br />currently in operation in the community. He invited every one to the <br />program's graduation at Hugo Elementary/ School on Januar;: 19, 1995. <br />BROWN'S QREEK. REPORT ( D. TRUAX ) <br />David "frua;;, the City's representative on the BCWMO, addressed the Council <br />regarding the current activities of the Organization. <br />Leroux made motion, Miron seconded, to appoint David Truax as H000 s <br />representative on the Brown's Creek Water Management Organization.. for a <br />term to expire June 7350, 1997. <br />All aye. Motion Carried. <br />CITIZEN CONCERN ( J . BREV I G <br />James Brevig, a resident of the City, addressed the Council regardinq the <br />Homestead Avenue pond. <br />LIQUOR LICENSE ORDINANCE <br />The City Council conducted a public hearing on November 7, 1994, regarding <br />the adoption of an amended Liquor License Ordinance for the City. As <br />there was not a full Council present, and a 4/5's vote is required to <br />amend an existing City ordinance, the City Council tabled action on this <br />issue until tonight's meeting. At the request of the liquor -license <br />holders, this matter will be addressed at the Council meeting of 12/05/94. <br />HUGO YOUTH CENTER <br />Jim Gondek, representing several youth organizations in the area, <br />addressed the Council regarding renovation of the old Village Hall located <br />at the northwest intersection of Highway 61 and 170th Street. They would <br />like to have the building completely renovated, but at a minimum, get heat <br />in the building, and the City pay for installation of a telephone, and <br />other utilities. The garages on site should also be removed. Mayor <br />Stoltzman stated that he would like the City's building inspector to make <br />a report on the condition of the building, and have the youth groups <br />present cost figures for the proposed improvements. <br />
