City Council meeting of December 5, 1994 <br />Paae 2 <br />collection and disposal of municipal solid waste in the City of Hugo. Due <br />to certain outstanding issues regarding the responsibility of farm waste, <br />the Council tabled action on the proposed ordinance until tonight's <br />meeting. The Council discussed changes to the proposed ordinance as <br />follows: include an alternative farm waste clause in accordance with M.S. <br />17.1.35, reference burning ordinance, allow six months for haulers to <br />establish route, and add water softeners to Major Appliance definition. <br />Leroux made motion, Miron seconded, that after amendments are made to the <br />proposed ordinance, to adopt ORDINANCE 94-293, AN ORDINANCE AMENDING <br />CHAPTER 120 OF THE HUGO CITY CODE REGULATING AND LICENSING THE COLLECTION, <br />STORAGE, AND DISPOSAL OF GARBAGE, OTHER REFUSE, RECYCLABLES, AND YARD <br />WASTE. <br />VOTING AYE: Brunotte, Leroux. Miron, Stoltzman <br />Motion Carried. <br />MUNICIPAL STATE AID RESOLUTION <br />The Council considered a resolution, prepared by the City Engineer, <br />applying for Municipal State Aid Street funds. <br />Miron made motion, Brunotte seconded, to adopt RESOLUTION 94-23, A <br />RESOLUTION DESIGNATING A MUNICIPAL STATE AID STREET SYSTEM FOR THE CITY OF <br />HUGO. <br />VOTING AYE: Brunotte, Leroux, Miron, Stoltzman <br />Motion Carried. <br />1995 BUDGET RESOLUTION <br />The Council considered a resolution establishing the City's budget for <br />1995. The budget has been amended, at Council request, to include a new <br />account for the maintenance and upkeep of the old school house located on <br />County Road 4, funded in the amount of $5oO.oO. <br />Miron made motion, Leroux seconded, to adopt RESOLUTION 94-24, A <br />RESOLUTION APPROVING THE GENERAL FUND BUDGET FOR THE 1995 FISCAL YEAR. <br />VOTING AYE: Brunotte, Leroux, Miron <br />VOTING NAY: Stoltzman <br />Motion Carried. <br />1995 PROPERTY TAX RESOLUTION <br />The Citi/ of Hugo conducted its Truth in Taxation hearing on November 29, <br />1994, and the Council received numerous public comments on the proposed <br />tax levy and property taxes in general. The Council considered a <br />resolution establishing the City's property tax levy for 1995. <br />Leroux made motion, Prunotte seconded, to adopt RESOLUTION 94-24, A <br />RESOLUTION APPROVING PAYABLE 1995 TRUTH IN TAXATION LEVY CERTIFICATION. <br />VOTING AYE: Brunotte, Leroux, Miron, Stoltzman <br />Motion Carried. <br />
