City Council mooting of March 15, 1993 <br />Page <br />Stolt man made motion, Miron seconded, to approve the hiring of 'Tim Saari <br />as the building inspection intern for a six-month period beginning 4/5/93. <br />All aye. Motion Carried. <br />STATE AID STREET FUNDING UPDATE <br />Eased on the 1990 census, and the rate of new home construction in the <br />City, Hugo should reach a population of 5,000 this year. This would make <br />the City eligible for State Aid Street Funding. According to the <br />Minnesota Department of Transportation, the City must obtain certification <br />of the City's population from the Bureau of the Census by conducting a <br />special census in order to prove its eligibility for this program. <br />According to the Census Bureau, the cost of a special census would be <br />between $15,000 and $20,000. Given a certain margin for error in <br />population estimates, and the high cost of conducting the census, the City <br />Council needs to make a decision on what level of risk it is willing to <br />accept in contracting for the census. Based on the best: data available, <br />the City's population would be approximately 5,025 at the end of 1990, <br />leaving a margin for statistical error at 1/2 of 1%. Given a consistent <br />rate of growth, the City's population by the end of 1994 would be <br />approximately 5,227. The Council stated that they will consider this <br />issue during the City's budget process this summer. <br />BALD EAGLE 1 NDUSTR 1 AL_ PARh:: 1 MPRQVF_.MENT PRQJ ECT' UPDAT-E'. <br />The staff has been in contact with property owners in the Bald Eagle <br />Industrial Park regarding their desire for municipal water service. The <br />engineer's cost estimate for installing water service through the <br />industrial park. is $1225506, all of which would be assessable under the <br />City's past practice. Business owners in the park have indicated a strong <br />interest in obtaining municipal service, which is being made possible <br />through the construction of the new water tower. Staff has prepared a <br />petition under Minnesota Statute, Chapter 429, to implement this project, <br />and is in the process of obtaining the required signatures under statute. <br />There was no formal action taken on this matter. <br />COUNTY ROAD 8A UPDATE <br />Representatives from Kuusisto Engineering and the City Administrator met <br />with the Washington County's Deputy Public Works Director on Mach `•:}', i947 <br />to discuss proposed improvements to County Rd. SA. The County Board of <br />Commissioners will be conducting a public hearing on the evening of April <br />6th to consider allocating funds for this project. A final decision .is <br />expected to be made during the County Board's regular- meeting of April <br />13. Decisions will need to be made by the City on the following items: <br />1. Addition of sidewalk to the project. <br />2. Extension of the 12' watermain to Goodview Ave., as proposed in <br />the City's comprehensive plan. <br />3. Obtaining additional right-of-way to allow for the improvements. <br />4. Maintenance of detour routes during the construction process. <br />5. Method and amount of assessments against benefitted property owners <br />
