City Council meeting of June 21, 1993 <br />Page 3 <br />ElIqN ABI L, <br />Richard A. Carron and Darrel B. Hansen have applied to renew their Mining <br />Permit for the NW 1/4 of the SW 1/4 of Section 23, T31N, R21W9 to continue <br />mining sand, class 5 gravel, bituminous -mix material, and clay' The City <br />is currently in litigation with River City Asphalt regarding expansion of <br />the mining activities to adjacent 80 acres' Staff believes that no <br />additional gravel remains on the site of the current mining permit that is <br />economically recoverable for construction use. Staff recommends renewal <br />of the Permit for a one-year period, subject to the conditions outlined in <br />River City Asphalt's Mining Permit dated July 6, 1992' <br />Miron made motion, Leroux seconded, to table this request until the <br />meeting of July 6, 1993, pending legal review by the City's attorney. <br />All aye. Motion Carried. <br />Yvette Quarfot, representative of the Washington County HRA, was present <br />to discuss the County's intentions in administering the HOME Program and <br />the implications of the Joint Powers Agreement the HRA is requesting with <br />the City' <br />Miron made motion, Stoltzman seconded, to approve the Cooperation <br />Agreement between the Washington County HRA and the City of Hugo, and <br />authorize the Mayor and Administrator to sign said Agreement on behalf of <br />the City' <br />All aye. Motion Carried. <br />RECYCLINGPROGRAM <br />Ms. Judy Arends, Solid Waste Program supervisor for Washington County, <br />addressed the Council regarding the City of Hugo's efforts in removing <br />solid waste from the City thrbugh recycling. Ms. Arends indicated <br />Washington County's interest in assisting the City of Hugo in establishing <br />a program to help Washington County meet its recycling goals. <br />Leroux made motion, Miron seconded, that the recycling issue be referred <br />to the Government Services Committee, for their discussion during the <br />City's Comprehensive Plan review' <br />All aye. Motion Carried. <br />1992, ALIT) I <br />Jim Payette and Linda Graupman of Boyum and Barenscheer, CPAs, were <br />present to report of their findings developed during the City's annual <br />financial audit. <br />Stoltzman made motion, Miron seconded, to accept the 1992 audit report' <br />All aye.
