City Council meeting of June 21, 1993 <br />Page A. <br />Staff is requesting Council authorization to proceed in the negotiations <br />for a bond issue of $1,205,000 as financing for the City's 1993 water <br />system improvement project. The proposed bond consultant will be Ehlers <br />and Associates, who have assisted the City in financing for CIP Phase 1 <br />and CIP Phase 2 projects. <br />Leroux made motion, Brunotte seconded, authorizing City staff to work with <br />Ehlers and Associates, Inc., to solicit proposals for the sale of <br />$1,2055000 G.O. Water Revenue Bonds, and to report the results to the <br />Council for consideration on July 6, 1993. <br />All aye. Motion Carried' <br />RESOLgT1ON_REGARPIyg,SAR-GE SETS -LK'''' <br />The Council considered a resolution clarifying the City's zoning ordinance <br />as it pertains to garage setbacks' <br />Miron made motion, Barnes seconded, to adopt RESOLUTION 93-9, A RESOLUTION <br />ESTABLISHING REQUIREMENTS FOR SIDE YARD SETBACKS FOR GARAGES IN THE CITY'S <br />RR1, RR2, SFE, SFU ZONING DISTRICTS. <br />VOTING AYE: Barnes, Brunotte, Leroux, Miron, Stoltzman <br />Motion Carried' <br />The future of gravel roads in the City of Hugo is of concern to the <br />Council and the community. Establishing a policy on future maintenance <br />and improvements of these roads will assist the staff in future planning <br />in development of road -improvement programs' <br />Miron made motion, Barnes seconded, to accept the road policy as developed <br />by the City Administrator, and directing staff to budget for deferred <br />maintenance for 1994' <br />All aye' Motion Carried' <br />The City's finance director prepared tentative assessments for the road <br />utility project under study for the Peloquin Industrial Park. Prior to <br />presenting these proposed assessments to benefitted property owners, staff <br />requests Council guidance regarding City participation of <br />road -construction costs. During CIP Phase 1 and Phase 2, the City paid <br />for a substantial portion of the costs of road improvements' As a matter <br />of equity, it would seem that similar assistance should be provided to the <br />Peloquin Industrial Park. Staff recommends that 30% of the <br />road -improvement costs for base and bituminous be assessed against <br />benefitted property owners, as well as the cost of all curb and gutter. <br />
