City Council meeting of August 16, 1993 <br />Page 3 <br />LETTER TO ADAM PISKUAR <br />Mr. Adam Piskuar of the Minnesota Technical Institute System indicated a <br />concern with conflicts surrounding the Hugo Volunteer Fire Department. He <br />indicated it would be beneficial to have a letter from the City outlining <br />the City's position in changes being made to the Fire Department, and the <br />Minnesota Technical Institute's participation in the process. Staff <br />prepared such a letter for Council approval. <br />Miron made motion, Leroux seconded, authorizing City staff to send the <br />letter to Mr. Piskuar, as drafted. <br />All aye. Motion Carried. <br />COUNCIL WORKSHOP PROPOSAL <br />Eased on Council guidance of August 2, 1993, staff contacted Government <br />Training Service about providing a workshop for the Council on the legal <br />authority of Council members. They indicated their ability to provide <br />such a workshop, which would be approximately four hours in duration. The <br />City Administrator suggested the workshop be held on a Saturday, with the <br />GTS workshop in the morning, and a water management workshop in the <br />afternoon. <br />Miron made motion, Leroux seconded, to schedule a workshop day for <br />Saturday, September 25, 1993. <br />All aye. Motion Carried. <br />UPDATE (DRAINAGE DITCH, SE QUADRANT BA AND HIGHWAY 61) <br />In preparing the legal descriptions for easements for City access to clean <br />the drainage ditch located across the Arcand property in north west to <br />Highway 61, the City Engineer has indicated the need to do initial design <br />work prior to establishing easements in order to determine the extent of <br />mitigation required during the project. The City Administrator has <br />directed the engineer to proceed with the initial cleaning plan, as a <br />matter of timeliness. The engineer indicated that easement descriptions <br />should be available to the City by the end of August. <br />UPDATE ( l._AM::E A I R ESTATES DRAINAGE REVIEW) <br />Eased on Council guidance, the City Administrator contracted with TK*DA in <br />order to perform a review of the drainage problems being experienced in <br />Lake Air Estates and adjacent areas. This project will include collection <br />of the necessary data, reviewing design and existing drainage system, <br />conducting a field review of the existing system, and recommending an <br />improvement program as well as potential methods of financing, and <br />presenting reports as necessary to the City Council. Cost for this <br />project is agreed not to exceed $3,800.00. The report should be available <br />for the Council meeting of September 7, 1993. <br />
