City Council meeting of August 16, 1993 Page 3 LETTER TO ADAM PISKUAR Mr. Adam Piskuar of the Minnesota Technical Institute System indicated a concern with conflicts surrounding the Hugo Volunteer Fire Department. He indicated it would be beneficial to have a letter from the City outlining the City's position in changes being made to the Fire Department, and the Minnesota Technical Institute's participation in the process. Staff prepared such a letter for Council approval. Miron made motion, Leroux seconded, authorizing City staff to send the letter to Mr. Piskuar, as drafted. All aye. Motion Carried. COUNCIL WORKSHOP PROPOSAL Eased on Council guidance of August 2, 1993, staff contacted Government Training Service about providing a workshop for the Council on the legal authority of Council members. They indicated their ability to provide such a workshop, which would be approximately four hours in duration. The City Administrator suggested the workshop be held on a Saturday, with the GTS workshop in the morning, and a water management workshop in the afternoon. Miron made motion, Leroux seconded, to schedule a workshop day for Saturday, September 25, 1993. All aye. Motion Carried. UPDATE (DRAINAGE DITCH, SE QUADRANT BA AND HIGHWAY 61) In preparing the legal descriptions for easements for City access to clean the drainage ditch located across the Arcand property in north west to Highway 61, the City Engineer has indicated the need to do initial design work prior to establishing easements in order to determine the extent of mitigation required during the project. The City Administrator has directed the engineer to proceed with the initial cleaning plan, as a matter of timeliness. The engineer indicated that easement descriptions should be available to the City by the end of August. UPDATE ( l._AM::E A I R ESTATES DRAINAGE REVIEW) Eased on Council guidance, the City Administrator contracted with TK*DA in order to perform a review of the drainage problems being experienced in Lake Air Estates and adjacent areas. This project will include collection of the necessary data, reviewing design and existing drainage system, conducting a field review of the existing system, and recommending an improvement program as well as potential methods of financing, and presenting reports as necessary to the City Council. Cost for this project is agreed not to exceed $3,800.00. The report should be available for the Council meeting of September 7, 1993.
