City Council meeting of October 4, 199•= <br />Page _ <br />Leroux: made motion, Miron seconded, to approve the Joint Powers Agreement <br />between the City of Hugo, White Bear Township, and Oneka Ridge, Inc., and <br />authorizing the Mayor and Clerk. to sign said Agreement on behalf of the <br />City. <br />All aye. Motion Carried. <br />CUB SCOUT TROOP #151 (RESOLUTION) <br />During the Spring of 1993, Cub Scout Troop #151 planted a number of trees <br />in the City pari: located next to City Hall. As a means of expressing the <br />City's appreciation for the Cub Scouts' efforts, a resolution was drafted <br />for Council approval. <br />Stoltzman made motion, Brunotte seconded, to adopt RESOLUTION 93-13, <br />RESOLUTION THANKING SCOUT TROOP #151 FOR PLANTING TREES IN THE CITY'S <br />MUNICIPAL PARK. <br />VOTING AYE: Barnes, Brunotte, Leroux, Miron, Stoltzman <br />Motion Carried. <br />BUILDING CODE VIOLATION (DOTTE <br />On September 10, 1991, a permit was issued to Mr. James Dotte to construct <br />a foundation, and move a building to his property located 5.380 165th <br />Street, Hugo, MN. A septic system permit was issued on June 12, 1992, and <br />the building permit was reissued on June 19, 1992. On May 17, 199•=, the <br />City Council granted Mr. Dotte an extension until June 30, 199.3 to bring <br />the building into compliance with City code. On July 1, 199•=, an <br />inspection was conducted, and the Building Inspector determined that Mr. <br />Dotte remained in violation of Chapter 4715.0•'10, the State of Minnesota <br />Building Code, and Chapter 256, Section 7.5(2E) and Section 5.4 of Hugo's <br />Municipal Code regarding installation of the on-site septic system. Also, <br />Mr. Dotte has not received a final electrical inspection required by the <br />State Building Code. The City has worked with Mr. Dotte to bring his home <br />into compliance with Statute and City Code, but Mr. Dotte has failed to do <br />so in a reasonable amount of time. The letter from the City Attorney <br />indicates certain options the City may take in order enforce its building <br />and septic system regulations. <br />Miron made motion, Brunotte seconded, directing the City Attorney to <br />proceed with civil prosecution against James Dotte, 5•=80 165th Street, to <br />bring the property into compliance with City Codes. <br />All aye. Motion Carried. <br />NO PARKING ON 129TH STREET (RESOLUTION) <br />The Council reviewed a resolution establishing 129th Street, between <br />Elmcrest Avenue and Ethan Avenue, as a NO PARKING zone, and authorizing <br />the City to post the signs necessary to inform the public of this <br />decision. <br />
