City Council Minutes - March 2, 1992 <br />Page 2 <br />VARIANCE REQUEST .(PLOCHER) <br />On behalf of Michelle and David Plocher, keystone Builders Corporation ha <br />made application to the City of Hugo for a variance to construct an <br />attached 1,008 square foot garage on Lot 8, Block 3,.Dellwood Ridge <br />subdivision (aka 12015 Heather Avenue North). The oversized garage <br />exceeds the 720 square foot maximum allowed. In that the ground -floor <br />area of the residential dwelling proposed is 1,892 feet, the request in <br />question is consistent with the Council's policy regarding variance for <br />oversized garages. <br />Motion made by Miron, seconded by Brunotte,to approve the request of <br />Keystone Builders Corporation to construct a 1,008 square foot garage on <br />Lot 8, Block- 3, Dellwood Ridge (aka 12015 Heather Ave. No.) <br />All aye, motion passed. <br />MUSA AMENDMENT (EXPANSION) <br />The City received a proposal from Marty Wegleitner and Kenco Construction <br />to expand the City's Municipal Urban Service Area to accommodate the Rice <br />Lake Meadows Planned Unit Development Proposal. The City has approved the <br />Planned Unit Development concept for Rice Lake Meadows, however there is a <br />portion of the proposal in question that is outside of the City's <br />Municipal Urban Service Area. If approved by the City Council, the <br />application would be submitted to the Metropolitan Council for their <br />review and approval. It is the intent to realign the MUSA line in the <br />areas lying between Geneva Ave. No. and Goodview Ave. No. from a line 660 <br />ft. south of the center line of 145th St. to a line 1,000 ft. north of the <br />centerline of 145th St. This realignment of the MUSA line coincides more <br />closely with the location of the Rice Lake Meadows Planned Unit <br />Development. The MUSA will be increased by approximately 17.5 acres <br />consisting of 15.3 acres of upland and 2.2 acres of type 2 wetlands. None <br />of the wetland areas are being developed, while only 8.4 acres of the <br />upland areas are proposed to be developed into 28 lots under a 120 unit <br />Planned Unit Development for the 60.3 acre PUD. The staff feels that the <br />request in question involves a rather small parcel of land, and the <br />addition of this area to the MUSA will result in only minimal changes in <br />Metropolitan Service demand. The Hugo Planning Commission reviewed the <br />proposal at their meeting of February 26, 1992, and Unanimously <br />recommended approval of the expansion proposal.. <br />Mr. wren Weber -from kUusisto Engineering was present to answer q-..restions <br />from the Council. Mr. Webar explained that this chanoe was an <br />"incremental increase" request and not an "e.xchange" for acreage in <br />another location. He .also informed the Council that the triangle shaped <br />portion on the west of the development will remain in the M.U.S.A. area. <br />Motion made by Brunette, seconded by Jesinsk:i to approve the request of <br />Marty Wegleitner and Kenco Construction to expand the Metro Urban Service <br />Area by 17.5 acres to include the Rice Lake Meadows Planned Unit <br />Development. <br />All aye, motion passed. <br />
