City Council Minutes - March 2, 1992 <br />Page 4 <br />Mr. John Daubney, Attorney for Arlington Properties, explained their <br />situation and withdrew the applicants' request at this time. <br />AP'P'OINTMENT OF ELECTION JUDGES <br />Motion made by Miron, seconded by Barnes to adopt RESOLUTION 1992-5, <br />APPOINTING ELECTION JUDGES FOR THE APRIL 7, 1992 PRESIDENTIAL PRIMARY. <br />All aye, motion passed. <br />APPOINTMENT OF ADMINISTRATIVE INTERN <br />The staff has completed interviews of potential candidates for the <br />administrative intern position in the Code Enforcement Office. John <br />Benson has recommended that the City hire Randy L. Kardell for this <br />position. <br />Motion made by Jesinski, seconded by Brunotte to hire Randy L. Kardell as <br />intern for the Code Enforcement Office for a six month period, beginning <br />April 1st, at a rate of $6.00 per hour. <br />All aye, motion passed. <br />PARK MAINTENANCE SERVICE <br />Since 1989, the City has been contracting with Mr. Floyd Lask.a to provide <br />park -maintenance service. Mr. Laska's proposal for services in 1992 is <br />$25.00/hour for mowing, $12.00 for mowing and trimming around buildings, <br />and $15.00/hour, plus mileage, for emptying of trash containers. We also <br />received a proposal from Gary Johnson Lawn Service of Little Canada with a <br />quote of $35.00/hour flat rate for park. -maintenance services. We would <br />recommend that the City renew its arrangements with Mr. Lask.a for the 1992 <br />park -maintenance season at the rates previously referenced. <br />Motion made by Stolt man, seconded by Brunotte to enter an agreement with <br />Mr. Floyd Laska to continue park -maintenance service at the rates <br />specified above for 1992. <br />All aye, motion passed. <br />RESOLUTION ESTABLISHING WAC AND REC CHAR6 S <br />As per" Council direction, the City staff has completed preparation of a <br />proposed policy providing for collection of Water Availability Charges and <br />Residential Equivalency Charger. The reso-ution calls -for an increase .in <br />the REC from approximately $1,550 per REC to $1,700 per REC. The <br />resolution designates when the charges will be collected, where proceeds <br />will be deposited, and how they will be used. The conversion method for <br />the various charges is based on the format Used by the Metro Waste Control. <br />Commission, as modified to meet cur needs. <br />Motion made by Miron, seconded by Barnes to approve RESOLUTION 1992-6, <br />ESTABLISHING A WATER AVAILABILITY CHARGE AND SETTING CONVERSION PARAMETERS <br />CONSISTENT WITH A RESIDENTIAL EQUIVALENCY CHARGE. <br />All aye, motion passed. <br />
