It. is, of course, impractical to make a decision without considering the project's financing, though a decision on the assessments would be premature at this time under M.S. 429 (Uniform Special Assessment Code). The Council again discussed financing of the project, funding for a seal coat project, possible means of assessing, and priority of Henna Avenue. Councilman Miron suggested the City proceed with road -base improvements at this time. Barnes made motion, Brunotte seconded, to adopt RESOLUTION 199'-11, RESOLUTION ORDERING THE IMPROVEMENT OF HENNA AVENUE, PROJECT #4-6-92. VOTING AYE: Barnes, BrUnotte, Lerouxt, Miron, Stoltzman Motion Carried. Barnes made motion, Stoltzman seconded, that the City Administrator report to the City Council on the methods of the financing and assessing the Henna Avenue project at the meeting of July b. 1992. Carron and Darrel 8. Hansen, be denied based on findings made at their special meeting of dune 10, 1992. Representatives from River City Asphalt, and the City residents opposed to the SUP, met on June 9th to discuss possible options which would satisfy both parties.
