It. is, <br />of course, impractical to make a decision without considering the <br />project's financing, though a decision on the assessments would be <br />premature at this time under M.S. 429 (Uniform Special Assessment Code). <br />The Council again discussed financing of the project, funding for a seal <br />coat project, possible means of assessing, and priority of Henna Avenue. <br />Councilman Miron suggested the City proceed with road -base improvements at <br />this time. <br />Barnes made motion, Brunotte seconded, to adopt RESOLUTION 199'-11, <br />RESOLUTION ORDERING THE IMPROVEMENT OF HENNA AVENUE, PROJECT #4-6-92. <br />VOTING AYE: Barnes, BrUnotte, Lerouxt, Miron, Stoltzman <br />Motion Carried. <br />Barnes made motion, Stoltzman seconded, that the City Administrator report <br />to the City Council on the methods of the financing and assessing the <br />Henna Avenue project at the meeting of July b. 1992. <br />All aye. Carron and Darrel 8. Hansen, be <br />denied based on findings made at their special meeting of dune 10, 1992. <br />Representatives from River City Asphalt, and the City residents opposed to <br />the SUP, met on June 9th to discuss possible options which would satisfy <br />both parties.
