City Council meeting of December 9, 1992 <br />Page .= <br />REQUEST FOR PROPOSALS (LEGAL SERVICES] <br />Based on Council request, staff prepared a Request for Proposals for legal <br />services for Council approval. <br />Miron made motion, Barnes seconded, to advertise for Request for Proposals <br />for legal services, with acceptance until January 8, 1993. A <br />recommendation for appointments will be made at the Council meeting of <br />January 19, 1993. <br />All aye. Motion Carried. <br />BIRCH TREE PONDS _(REDUCTION IN LETTER OF CREDIT) <br />Requests have been made by Merila and Associates, representing Kenco <br />Construction, for reduction in bond amounts required by the City for <br />development of Birch Tree Ponds 2nd, .rd, and 4th Additions. Howard <br />M::uusisto, City Engineer, recommends that the letters of credit <br />requirements be reduced as follows: <br />1. Birch Tree Ponds 2nd Addition - reduced to $600.00. <br />2. Birch Tree Ponds 'rd Addition - reduced to $14,774.0i). <br />3. Birch Tree Ponds 4th Addition - reduced to $49,492.0i►. <br />Lerou>: made motion, Stoltzman seconded, to accept the recommendation of <br />the City Engineer for reduction of letters of credit for &TP 2nd, '=rd, and <br />4th Additions. <br />All aye. Motion Carried. <br />WHITE BEAR LAKE AMBULANCE CONTRACT <br />The City has, for some years, contracted with the WBL Fire Dept., for <br />ambulance service, which required a payment by the City, to subsidize the <br />cost of providing service in our area. During 1991, the Council <br />considered entering into a contract with District Memorial Hospital of <br />Forest Lake for ambulance services. Final decision by the Council was to <br />stay with the WEAL Fire Dept., but to pay no subsidy to the department. <br />The City recently received a bill from the City of White Bear Lake for <br />$12,030 to pay for ambulance services received durinq in 1992. In <br />reviewing the circumstances of the agreement with WBL_, staff has been <br />unable to identify any documents that indicate that WEAL was waiving its <br />service charge. The circumstances surrounding this misunderstanding seem <br />to be that during 1991, WEAL attempted to make its ambulance service <br />self-supporting, but no such decision has been made to --date. A letter <br />received from the WEAL City Manager indicates that such a decision is <br />expected in the near future. Given the long-standing relationship of the <br />City with the WEAL Fire Department ambulance service, the fact that the <br />City did receive the services, as stated, and that there was no mutually <br />agreed understanding between the two cities to waive the contract payment <br />for 1992, staff recommends payment of the bill, as presented, as full and <br />adequate payment for the services provided. <br />
