Water will be pumped from the pond to a location where participants will be able <br />to rinse. Signs will be located in the rinsing area alerting users that the water is <br />non potable, unsafe for drinking. <br />A contract cleaning staff of approximately 30 employees will be present to pick <br />up litter and empty trash bins. Approximately 50 trash bins will be located in the <br />base area. In addition to that, there will be four large dumpsters in the base area <br />and a dumpster at each of the five water stations. Dumpsters will be emptied at <br />the conclusion of the event. <br />Wetland Impacts <br />The applicant will be submitting a wetland map of the site with the course shown <br />on it. Any portion of the course in a wetland area will be evaluated to determine <br />the extent of the impact. The applicant will be required to apply for any necessary <br />permit, as determined by staff. <br />Medical/Incident Management <br />Med Prep Consulting will be the medical service provider and will be contracting <br />with North Memorial Ambulance. A minimum of 60 medical staff each day will <br />be on site and located at each obstacle, and two ambulances will be available <br />throughout the event. The local police and fire departments have been informed <br />of the event and can be contacted should additional assistance be required. Six <br />Rovers on UTVs will be available throughout the course, and emergency vehicle <br />access points and a helicopter landing area have been identified should it be <br />necessary. <br />Tough Mudder has a well-established and tested command, control, and <br />communication structures to deal with incidents efficiently and effectively. All <br />staff in management or supervisory roles will be issued a radio, and an Event <br />Command Center will be in operation throughout the event. Emergency Action <br />Plans have been developed for several specific scenarios, and training exercises <br />are conducted prior to the event that require implementation of the Emergency <br />Action Plans. <br />Escrow <br />It is not been determined what, if any, services will be required from the City. <br />Tough Mudder organizers are aware that, if services from the City are necessary, <br />an escrow in an amount to cover these cost will be submitted prior to the event. <br />CONCLUSION/RECOMMENDATION: <br />Staff believes that the event is well organized and can be held with minimal impact to the <br />health, safety, and welfare of Hugo residents and its visitors. Staff recommends Council <br />approve the event subject to the following conditions: <br />PRIOR TO THE EVENT <br />
