Trails <br />Part of Outlot D is currently used by Oneka Elementary for a ball field and trail. The <br />existing bituminous trail will be relocated around the pond that is shown on the plans. <br />Outlot E is proposed to have an eight foot wide bituminous trail connection to the Oneka <br />Elementary trail and to the proposed sidewalks within the development. Sidewalks will <br />be constructed throughout the development, which are not required by city code. <br />Staff has meet with representatives from the White Bear Lake School District on deeding <br />Outlot D and E to the school district since they abut the school's ball fields and open <br />space. It appears that they are in agreement with the proposal. <br />3. PARK DEDICATION REQUIREMENTS: <br />A combination of land and cash dedication is proposed to satisfy the City's parkland <br />dedication requirements for the development. The park dedication policy states that the <br />applicant shall dedicate 10% of the net buildable area of the project for parkland or pay <br />cash -in -lieu of land. There are properties within the proposed development which were <br />part of Heritage Ponds developments and have previously satisfied the parkland <br />dedication requirements. They are not included in the following parkland dedication <br />requirements for Prairie Village. <br />The City Code requires either park dedication of 10 percent of the net buildable acreage <br />(approximately 3.625 net acres) or cash -in -lieu of land (currently $2,400 per lot). Cash - <br />in -lieu of land would be $189,600 at the current rates ($2,400 x 79 lots). <br />The applicant is proposing to dedicate 2.16 acres to the City of which includes .67 acres <br />of buildable acres which may be counted towards the land dedication. This satisfies <br />18.48 percent of the land dedication requirement (.67acres of the required 3.625 acres). <br />The applicant is proposing to satisfy the remaining 81.52 percent of the requirement by <br />cash -in -lieu of land. To account for the dedication of land, the fee would be $1,956 per <br />unit (81.52 percent of $2,400). This brings the cash -in -lieu of land dedication to <br />$154,524. <br />In summary, the applicant is proposing the following be dedicated for the entire <br />development: <br />.67 acres of land (located just north of the Oneka Elementary School <br />property) <br />$154,524 in cash -in -lieu of land <br />The developer will be required to make park dedication at the time of final plat with each <br />phase.
