Fable Hills Second Addition <br />At their July 9, 2003 meeting, the Parks Commission recommended acceptance of the <br />proposed dedication for Fable Hills Second Addition. The proposed dedication consisted <br />of the 17,134 square foot "Spire Park" in the center of the site and that improvements be <br />made to the silo in the park to abate any asbestos. With Fable Hills Second Addition, the <br />City Council resolved that park dedication shall be finalized prior to the approval of the <br />final plat. <br />3. PPOPOSED PARK DEDICATION: <br />Fable Hills Third Addition <br />The applicant is proposing to pay fees in lieu of park dedication for Fable Hills Third <br />Addition. The Hugo City Code requires either park dedication of 10 percent of the net <br />buildable acreage or cash -in -lieu of land (currently $2,400 per lot). Cash -in -lieu of land <br />would be $12,000 at the current fee ($2,400 x 5 lots). The developer will be required to <br />make park dedication at the time of Final plat. <br />4. SUMMARY: <br />Partial park dedication was received from Pratt Development for Fable Hills First <br />Addition and Fable Hills Second Addition. There is no record of fees paid. Outlot A and <br />Outlot B were to be dedicated totaling 3.6 acres in addition to the 82,764 square foot <br />Spire Park. Outlot A remains under the ownership of Len Pratt. Outlot B is owned and <br />maintained by the homeowners association and has been improved. In 2003, the City of <br />Hugo did not receive a signed development agreement for Fable Hills First Addition or <br />Fable Hills Second Addition. There will be conditions of approval that include park <br />dedication as determined by the Parks Commission. <br />5. STAFF RECOMMENDATION: <br />Staff recommends that the Parks, Recreation and Open Space Commission accept park <br />dedication of the cash -in -lieu of land as proposed by the developer in the amount of <br />$12,000. Staff recommends that the developer also be required to dedicate the 1 acre <br />Outlot A and make park improvements as required by the Parks Commission. The Parks <br />Commission may choose to hold a Fable Hills neighborhood meeting to determine the <br />most desirable park improvements to be made on Outlot A. <br />6. CONSISTENCY WITH PARK PLAN: <br />Parks and Open Space <br />According to the Parks, Trails and Open Space Plan, the area is in Neighborhood Park <br />Area 3. This area is served by Victor Square Park, Arbre Park, Val Jean Park, Clearwater <br />Creek Park and the future Fable Hill Park.
