parcels to make the land south and east of the creek the residential development. The <br />remaining land north of the creek will set aside in outlots for future development. The <br />plan shows 89 proposed residential lots, stormwater ponding areas, a park, sidewalk and <br />trail connections, and road connections. <br />3. PHASING PLAN: <br />D.R. Horton proposed the following phasing plan for Clearwater Cove. The preliminary <br />phasing plan was generally approved by the City Council at its August 3, 2015 meeting. <br />Phase 1 shall include: <br />1. A 110 foot wide roadway and utility easement shall be dedicated to the City for the <br />portion of Oneka Parkway not within the plat for construction of the road. <br />2. The park equipment shall be fully installed per plans approved by the City. The <br />0.47 acres (Outlot F) shall be dedicated to the City. <br />3. The 8 foot wide bituminous public trail connection from Victor Gardens as shown <br />in phase 1 shall be installed. <br />Phase 2 shall include: <br />1. The entire length of Oneka Parkway, from CSAH 8 to the development, shall be <br />constructed as an urban section roadway to City standard, with sidewalk and trail, <br />with the first layer of bituminous prior to issuance of a Certificate of Occupancy <br />for the 1 st building. <br />2. The 8 foot wide bituminous public trail as shown in Phase 2 shall be installed. <br />Phase 3 shall include: <br />1. The 8 foot wide bituminous public trail as shown in Phase 3 shall be installed. The <br />trail shall end at the cul-de-sac connections. An escrow shall be established with <br />the City to extend the trail to the south plat boundary at the time deemed necessary <br />by the City. <br />4. PARKS COMMISSION DISCUSSION <br />At the meeting of May 13, 2015, the Parks Commission provided feedback to developer <br />about the proposed trail design, construction and donation of a park, and a proposal to <br />pay full park dedication through fees. <br />Feedback on the proposed trails and sidewalks included relocating some of the sidewalks <br />to the opposite side of the street. The Commission also supported adding a sidewalk so <br />that all of the streets in the neighborhood, except for cul-de-sacs, have a sidewalk.
