Terre De L'eau Sketch Plan <br />Page 2 <br />The Planning Commission stated they would recommend updates to 130"' Street to an Urban <br />Collector roadway per the Comprehensive Plan with the proposed development. They encourages <br />the trail to be constructed at that time. <br />The Planning Commission had concerns on the long road connecting the north and south ends of <br />the development. The developer stated that they realize this has also been a concern of staff and <br />will be working with a traffic engineer on the alignment. They did mention that they made some <br />changes at the entrance from 130"' Street and that there are some site constraint due to wetlands, <br />but will continue to work with staff on the issue. <br />The Planning Commission agreed with staff that significant buffers along Highway 61 and 130t" <br />Street should be provided. <br />There were five residents that spoke during the meeting. One stated the sketch plan showed <br />exactly the project needed for this lot and that it is better than past proposals for this lot. The <br />other residents voiced concerns on the following: <br />• The proposed density of the project. <br />• The proposed lot size and lot width in relation to the allowance in the R-3 zoning district. <br />• Traffic <br />o Potential for cut -through traffic on 137t" Street <br />o Additional traffic along 130th Street <br />• The location of stormwater ponds in relation to the existing homes in regards to flooding, <br />bugs, and odors. <br />They wanted to ensure that the Commissions and City Council kept the neighboring <br />properties in mind during the approval process. <br />2. PARKS COMMISSION UPDATE: <br />At its July 13, 2016, meeting the Parks Commission reviewed the sketch plan and provided <br />informal comments in regards to trails, park improvements, and park dedication. In general the <br />Parks Commission liked the proposal, but realizes there are several details to work out. They <br />liked the trails within the development and encouraged additional connections from the adjacent <br />neighborhoods to the attire park area. They encouraged the trail along the north side of 130t" to <br />be constructed with the development. They stated they were comfortable with the active park <br />location but, encouraged a more contiguous park area. The also stated they were comfortable <br />with the use of the City owned outlot for the passive park area, stormwater pond, and trails. They <br />thought the developer was on track with the park 'dedication proposal. They stated that more <br />analysis and discussion will need to occur in regards to phasing of the trail and park <br />improvements within the development. <br />I DESCRIPTION OF REQUEST: <br />The applicant is requesting review and comments on a sketch plan for 296 residential lots on <br />197.5 acres. The gross density of the project is 1.5 units per acre and the net density is 2.5. <br />
