Terre De Ueau - Sketch Plan <br />Page 3 <br />4. CONTEXT: <br />A. Level of City Discretion in Decision -Making <br />The City's comments on a sketch plan are advisory only and non-binding. <br />B. Land Use and Zoning <br />The subject property is zoned R-3. The properties to the north, south and east are zoned R-3 and <br />are occupied by townhomes to the north and single family homes. The property to the west, <br />across Highway 61, is zoned I-3 (general industrial) and occupied by industrial uses. <br />C. Natural Characteristics of Site <br />The subject property has some significant stands of trees and has 35 acres of wetlands. A small <br />portion of the wetlands in the northeast corner are classified as DNR wetlands. A private ditch <br />runs through the site and a portion of the site is designated as floodplain. <br />5. ANALYSIS: Consistency with Ordinance Standards <br />Prnnpec <br />The applicant is requesting sketch plan comments prior to a formal submittal. <br />The next steps for the applicant would be to submit a request for approval of the following <br />applications: <br />a. Rezoning from R-3 to PUD, <br />b. PUD general plan and <br />c. Preliminary plat. <br />Following the preliminary approvals would be applications for final plat of the first phase. <br />Environmental Review <br />The applicant is proposing 296 new homes on this property. The minimum threshold for a <br />mandatory Environmental Assessment Worksheet (EAW) is 250 units, because the request is for <br />more than 250 units, an EAW is required. The applicant has indicated they will continue to work <br />with City staff on this process if the project moves forward. <br />
