Sprouts Pediatric Dentistry PUD Amendment and Site Plan <br />Page 4 <br />principle building. The proposed mechanical equipment is located at the west side (rear) of the <br />building. The applicant is proposing to screen the units by planting shrubs adjacent to the <br />equipment. Screening the mechanical equipment with landscaping is more appropriate because it <br />allows necessary ventilation and accessibility for maintenance. Staff is comfortable with the <br />proposed method for screening the ground -mounted mechanical equipment. <br />Sidewalks/Trails <br />There is a planned trail along the south side of Frenchman Road (CSAH 8) with no timeline for <br />construction. There is a sidewalk along Victor Hugo Boulevard that provides pedestrian access <br />into the site. <br />Park Dedication <br />The park dedication requirements have been satisfied with previous phases of this development. <br />No additional dedication is required. <br />Drainage/Grading <br />The site was originally graded as part of the Victor Gardens South Village project in 2004. The <br />site was included in the overall drainage plans for the project, and therefore the rate control and <br />ponding standards have been met. The current rules require volume control measures, which the <br />applicant has included in the plans. Staff is working with the applicant to modify the design so <br />that the requirements are met. Drainage from the site will enter an existing storm sewer system, <br />which will route stormwater to the existing stormwater ponds. Staff believes that the required <br />modifications can be made without major changes to the site plan. <br />Utilities <br />City utilities were constructed as part of the Victor Garden South Village project. Utilities are <br />available to the site, and the building will be connected as part of the project. <br />Lighting <br />The ordinance requires lighting to consist of cut-off fixtures and for light cast on adjacent <br />property and roads not to exceed 1/2 foot candle measured at the property line or 1 foot candle <br />measured at the street's centerline. The wall mounted light fixtures will be consistent with the <br />existing fixtures on the other commercial buildings in the Victor Gardens South Village <br />development. The proposed lighting plan meets ordinance requirements. <br />Building Architecture <br />One of the consistent themes of the Victor Gardens PUD has been the exceptional architecture <br />that has been maintained throughout the development. The previous plans and approvals for <br />Victor Gardens requires this development to be architecturally compatible with the rest of Victor <br />
