Sprouts Pediatric Dentistry PUD Amendment and Site Plan <br />Page 5 <br />Gardens and require that all four sides of the commercial buildings will have comparable <br />finishes, leaving no underdeveloped backside of the building. <br />The PUD design concept for Victor Gardens is a "French Village" setting with buildings <br />constructed with a French/European architectural influence. Staff believes that the architectural <br />design standards are a key part of this project and believes the location of this building as the <br />western entrance to the Victor Gardens Development is particularly important. All developments <br />in the project were to receive approval from both the Victor Gardens Architectural Review <br />Committee (ARC) and the City. <br />The applicant has indicated that they don't believe that they are subject to review by the ARC for <br />this phase of the Victor Gardens South Village development. They have provided legal <br />documentation stating they are not subject to review by the ARC and the Victor Gardens ARC <br />has confirmed that the applicant's property does not require approval by the ARC. However, the <br />applicant is still required to meet the PUD design concept for Victor Gardens. <br />The proposed building is very well designed and appealing. The building is proposed to consist <br />of high quality and durable materials. The major exterior surfaces are EIFS/stucco and <br />manufactured stone. All four sides of the building receive equal treatment with the main entrance <br />clearly defined by a towered entry that projects outward from the building. The building <br />materials coincide with the surrounding commercial buildings in regards to color and the use of <br />similar architectural elements. The cobblestone used on the surrounding buildings has been <br />discontinued resulting in the use of a different, but similar stone. The EIFS/stucco will be a <br />cream color to compliment the color on the other commercial buildings. The building will also <br />use architectural grade singles, as used on all the buildings in Victor Gardens South Village. <br />The building has elements that relate to the other commercial buildings, as well as, includes <br />"French Village" architectural elements. The use of similar architectural elements include, multi- <br />dimensional roof, decorative brackets below the roof eaves, a stone gabled entry tower, <br />decorative lighting, and dormers. The "French Village" architectural elements include, a steeply <br />pitched hipped roof, the towered entry as a vertical element, use of stucco, decorative roof line, <br />and roof dormers. The towered entry, multiple rooflines, and roof dormers create vertical and <br />horizontal projections that visually break up the building walls. <br />It is in staff's opinion that the proposed building meets the intent of the PUD design concept for <br />Victor Gardens and the Commercial and Industrial Design Guidelines. <br />Signage <br />A master sign plan has been approved for the commercial portions of Victor Gardens South <br />Village dated April 18, 2008. Although the applicant is not requesting approval of the signage, <br />the proposed walls signs should be consistent with ordinance standards and the sign criteria for <br />the commercial developments in Victor Gardens South Village. The sign criteria requires signs <br />to be externally illuminated. <br />
