Sprouts Pediatric Dentistry PUD Amendment and Site Plan
Page 3
The City's discretion in approving or denying a site plan is limited to whether or not the
proposed project complies with the Comprehensive Plan and Zoning Ordinance requirements. If
it meets these standards, the City must then approve the site plan.
B. Consistency with Ordinance Standards
The Victor Gardens PUD is a compact, mixed-use development consisting of residential, retail,
office, and institutional uses. The proposed planning and design approach is commonly referred
to as Traditional Neighborhood Development (TND). In short, the design concept includes 1)
neighborhoods defined by public spaces, 2) a range of housing types, 3) street designs and
pedestrian walkways that keep cars in perspective, 4) architecture that responds to its
surrounding and local traditions, and 5) a mix of land uses to meet the daily needs of residents.
Proposed Development
The proposed dentist office building will be located in the middle of the site, along the public
street with the main entrance to the building facing the parking lot to the east. The building
layout is consistent with the principles of TND to create a pedestrian -friendly and attractive
streetscape by bringing buildings up to the street edge and providing buffers between the parking
areas and the street.
Setbacks
The proposed development complies with the 30 -foot perimeter structure setback. The ordinance
requires a 5 -foot parking setback from all lot lines and a 10 -foot parking setback from adjacent
residential property. The proposed development complies with the setback requirements.
Access and Vehicle Circulation
The access into the site is from Victor Hugo Boulevard. The property lines for both this property
and the Fairview property run down the middle of the private drive into the site. The two lots
share drive aisles to access parking spaces. Per section 5 of the covenants for Victor Gardens
South Village there are access and parking easements for the property. Per the development
approvals, cross access and maintenance agreements are required for the shared drives and
parking.
Parking
The ordinance requires 3 parking spaces plus 1 space per 200 square feet of medical office space
for a total of 26 parking stalls. The plans show 21 parking spaces with 6 parking spaces shown as
proof of parking. Staff of comfortable with the proof of parking shown and has added a condition
that at any time deemed necessary by the City the applicant will be required to construct the
proof of parking.
