Kennedy presented the Commission with five phasing options: <br /> Project 1: Improve Fitzgerald Avenue and Upper 146th Street. <br /> Remove existing garage and pavilion to reconstruct City Hall plaza. <br /> Maintain existing building, playground, courts, and skate park. <br /> Project 2: Improve Upper 146th Street and Finale Avenue. <br /> Add new playground, plaza spaces, and Veteran's memorial. <br /> Relocate the skate part. <br /> Maintain existing building. <br /> Project 3: Remove existing building. <br /> Build new park pavilion building and possible fire pit area. <br /> Project 4: Improve 147th Street. <br /> Develop open field spaces. <br /> Install community sports pad and rain gardens. <br /> Project 5: Improve 147th Street. <br /> Install stormwater ponds and water reuse system. <br /> Kennedy explained that the financing plan is still being developed. He informed the Commissioners that the <br /> next steps for Lions Park would be continued phasing and design,financing plan development, City Council <br /> budget discussion,and finally implementation. <br /> Commissioners were satisfied with the phasing options presented and were pleased to see that no amenity <br /> was being taken away without being replaced during the same phase. The Commission stressed the <br /> importance of completing the financing plan and placing values on each phase.Rc <br /> 1 <br /> Parks Planner,Shayla Denaway shared with the Commission that the Minnesota Department of <br /> Transportation (MnDOT) has asked the City for review and formal support of US Bicycle Route 41 (USBR 41) <br /> that will be utilizing Hugo's roadways and trails. USBR 41 will be approximately 325 miles long and use <br /> existing roads and trails to connect St. Paul to Grand Portage State Park. Four public workshops were held in <br /> June and comments were received on both the proposed route and names for the route. The second round <br /> of public workshops will be held in August and draft route maps will be presented. MnDOT anticipates that <br /> the route will receive official designation by fall 2016. Denaway presented the Commission with a draft route <br /> map of the roads and trails that USBR 41 would utilize in Hugo and informed the Commission that Staff is <br /> recommending a resolution of support for USBR 41 to be included on the September 6, 2016 City Council <br /> meeting agenda. <br /> Strub made a motion, Windisch seconded to support the City Council resolution supporting US Bicycle Route <br /> 41. <br /> All Ayes.
