Hugo City Council Meeting Minutes for May 2, 2016 <br />Page 6 of 7 <br />Klein made motion, Haas seconded, to award the bid to Peterson Companies in the amount of <br />$172,500, with $50,000 to be paid through a grant received from the Met Council. <br />All Ayes. Motion carried. <br />Capitol Update — State Representative Matt Dean <br />Representative Matt Dean was not on the agenda but was in the audience. Mayor Weidt invited <br />him to come forward to provide an update. He explained there are three weeks left at the capitol, <br />and the major bills are still on the table. The surplus has shrunk to 9 million, the senate bonding <br />request is at 1.8 billion, and the governor's request is at 1.5 billion. Dean is the chair of the <br />Health and Human Services Committee, and he and Representative Linda Runbeck strongly <br />support Hugo's stormwater reuse bill and the railroad bill in the house, as well as the short line <br />grant funds bill. <br />Update on Senior Survey <br />At its December 7, 2015 meeting, the Council agreed to contribute $ 3,000 to the White Bear <br />Lake School District for a telephone survey conducted by Morris Leatherman Company. White <br />Bear Lake Area Schools Community Services and Recreation Department initiated the study to <br />gain a better understanding of the changing senior population. Of the 1079 households with <br />residents over 60 years of age randomly selected to participate in the survey, 17% were Hugo <br />residents. Parks Planner Shayla Denaway presented to Council the results of the survey, which <br />were presented at a community forum in December, 2015 and January, 2016. Based on the <br />results of the survey, several action teams have been meeting and working on different topics <br />including transportation, housing, services, health care, and recreation. Staff found that, based <br />on the survey, the senior population is generally happy with their quality of life. <br />Update on Lions Park Workshop <br />A joint meeting was held with the Council and the Parks Commission on April 28, 2016 to <br />discuss phasing and funding for Lions Park improvements. City Administrator Bryan Bear <br />provide an update to Council. <br />At the meeting, participants generally agreed that a feasibility study needed to be done to <br />evaluate roads, financing/funding, and phasing. It was also discussed whether to do the City's <br />road C.I.P. or the feasibility study first. City Engineer Jay Kennedy stated that a study could be <br />done for $17,000. <br />Klein made motion, Miron seconded, to order a feasibility study on the cost and phasing of Lions <br />Park in the amount of $17,000. <br />All Ayes. Motion carried. <br />
