No prime farmland is found on the site. <br />Farmlands of statewide importance include those that are nearly prime farmland and that <br />economically produce high yields of crops when treated and managed according to acceptable <br />farming methods. Some may produce as high a yield as prime farmlands if conditions are <br />favorable. In some states, additional farmlands of statewide importance may include tracts of <br />land that have been designated for agriculture by state law. <br />ii. Plans. Describe planned land use as identified in comprehensive plan (if available) and any <br />other applicable plan for land use, water, or resources management by a local, regional, <br />state, or federal agency. <br />The City of Hugo Comprehensive Plan (March 15, 2010) maps the projected 2030 land use <br />(zoning) of the proposed project area for low density residential (LDR) development. The LDR <br />identifies residential land uses developed between 2 units per net acre to 3 units per net acre (up <br />to 4 units per net acre with a PUD). The primary use planned for this area is single-family <br />detached home and some two family homes. The Project area is within the proposed 2030 <br />Municipal Urban Service Area (MUSA) and is expected to develop within the timeframe of the <br />comprehensive plan. <br />The Hugo Zoning Map (revised February 1, 2016; Exhibit 5) indicates that the project area falls <br />within Single Family Detached Residential (R-3), and is intended to be the primary single family <br />zoning district for future residential developments. The City zoning district regulation permits <br />single-family residential housing at a density of one unit per 10,400 square feet (4.16 units/acre) <br />and twin homes at a density of one unit per 15,000 square feet (2.9 units/acre) within the R-3 <br />zoning district. The proposed project will have an overall net density of 2.4 units per acre. <br />Therefore, the number of dwelling units proposed within the project is consistent with <br />anticipated level of density guided for and contemplated in the City of Hugo Comprehensive <br />Land Use Plan (2010). <br />The Metropolitan Council has adopted the 2030 Regional Development Framework to ensure <br />orderly, economic development of the Twin Cities Metropolitan Area in relation to regional <br />infrastructure for transportation, water resources, and regional parks and open space. In 1996, <br />the Council established a Metropolitan Regional Blueprint, which serves as the framework for <br />development for the Twin Cities seven -county area. Only land designated by the Metropolitan <br />Council as being within the Metropolitan Urban Service Area (MUSA) can receive city sewer <br />service. A full range of public utilities and facilities shall be available to the project area. <br />The Hugo Comprehensive Plan must address not only local issues but also be consistent with <br />regional benchmarks included as part of the 2030 Regional Development Framework for <br />population, household and employment growth, transportation, housing and natural resources. <br />The 2030 Regional Development Framework designated the City of Hugo as a Developing <br />Community. This designation is based on the location of Hugo at the periphery of developed <br />areas of the Twin Cities Metropolitan Area with land available for new urban development <br />through 2030. Designation as a Developing Community means that the growth that has occurred <br />in Hugo starting around 1976 will continue through the year 2030 (2010 Comprehensive Land <br />Use Plan). <br />
