Adelaide Landing Residential Development EAW, Hugo January 31, 2017 <br />The project is subject to the City of Hugo Comprehensive Land Use Plan and Code of <br />Ordinances. The Comprehensive Plan includes the 2030 Land Use Plan, which guides future <br />land use on the subject parcels to include low density residential development. The <br />Comprehensive Plan also includes a map indicating Proposed 2030 MUSA Boundary for the <br />City of Hugo. A large area of the City has been added to the Metropolitan Urban Service Area <br />(MUSA) and is expected to develop within the timeframe of this comprehensive plan. The <br />potential 2030 service area was defined as areas that can be feasibly served by the City's water <br />supply system in the future and was based on the current Land Use Plan prepared for the City's <br />2010 Comprehensive Plan. The subject properties are identified within sanitary sewer district E <br />and where trunk sewer improvements are required in order to support future development. To <br />develop the future sanitary sewer trunk system, the potential service area within the 2030 MUSA <br />was divided into major service areas or districts and then divided into sub -districts. Sanitary <br />sewer districts E and I consist of developable land divided into sub -districts. A portion of the <br />Project area is in sub -district E4 that will require an extension of trunk sanitary sewer. The <br />remaining portion of the Project area is in sub -district 15, and will require an extension of <br />sanitary sewer service from district 14. <br />As described in the Comprehensive Plan, the City anticipates significant growth with an <br />estimated increase in the number of households from 5,051 in 2010, to a forecasted 15,600 <br />households by 2030. The residential land use and housing goals for the City of Hugo are to <br />provide a variety of high -quality housing types and choices, from single-family to townhome and <br />multi -family alternatives to meet changing life cycle needs of Hugo residents for various income <br />levels. Parallel land use goals with regard to residential development is to promote the sense of <br />community and identity in the design of individual neighborhoods by creating a cohesive focal <br />point or landmark such as parks or open space, as well as promoting connectedness among <br />neighborhoods through compatible land use, convenient access to streets, trails, and greenways <br />for transportation. <br />The City of Hugo 2030 Land Use Plan has 11 land use classifications based on existing land use <br />patterns, MUSA boundaries, and physical barriers such as adjacent streets and major roads. For <br />the different residential, commercial and industrial classifications, there is more than one <br />corresponding zoning district that may be applicable to a particular site depending on: 1) the type <br />and density/intensity of uses; 2) compatibility with the Comprehensive Plan, including public <br />facilities (e.g. transportation and sanitary sewer); and 3) the purposes of the individual zoning <br />district. The project area is classified as Low Density Residential (LD) and falls within the <br />Single Family Detached Residential (R-3) zoning district. <br />The 80-mile Rush Line Corridor Transitway follows TH 61 along the western edge of the Project <br />boundary. The Rush Line Corridor Task Force was established to begin advocating, promoting <br />and planning for this transitway. The 2001 Rush Line Corridor Transit Study and 2009 Rush <br />Line Corridor Alternatives Analysis concluded that commuter rail and /or bus rapid transit <br />(BRT) were viable in the corridor from Union Depot to Forest Lake Transit Center and <br />recommended that it advance into the project development phase. Downtown Hugo has been <br />designated as key destinations for analysis in the Pre -Project Development Study <br />(http://www.rushline.org/, July 2015). Future transit station locations will be identified when the <br />mode and alignment have been determined. <br />The project is consistent with the goals of the Hugo Comprehensive Plan in that the proposed <br />housing units across the site correspond to the location and extent of housing densities in the <br />future land use plan.
