Adelaide Landing Residential Development EAW, Hugo January 31, 2017 <br />sufficient buffering between residential land uses and adjacent commercial and industrial uses <br />west of TH 61. The project also incorporates a passive park to the west of the site along TH 61, <br />and a park at the center of the site that will serve the Hugo Parks, Trails & Open Space Plan <br />designation NP-6 (an area in strong immediate need for park). A trail is also proposed north to <br />south through the center of the site. <br />iii. Zoning, including special districts or overlays such as shoreland, floodplain, wild and scenic <br />rivers, critical area, agricultural preserves, etc. <br />The proposed project is generally consistent with Hugo's comprehensive zoning plans, which <br />guide the area for development. The 2014 city zoning plan identifies the project area for single- <br />family detached residential development (R-3). The Hugo Zoning Map is provided on Exhibit 5. <br />The City of Hugo zoning district regulations allow twin homes in an R-3 district with a <br />conditional use permit based upon procedures set forth in, and regulated by, section 90-37 of <br />Code of Ordinances. <br />An unnamed MnDNR Public Watercourse drains south from the southeast corner of the property <br />outside the boundary, and an unnamed Public Wetland (PW-W 82026000) is located in the <br />northeast corner of the site (Exhibit 6). An unnamed ditch drains north in the central portion of <br />the Project area. The Applicant has been in close contact with the DNR Area Hydrologist <br />regarding the extent of DNR jurisdiction on this unnamed wetland. According to the DNR Area <br />Hydrologist, an estimate of the southern extent of the Ordinary High Water Line (OHWL) for this <br />wetland was completed in 1993 using current and existing aerial photography. That estimate lined <br />up with the extent of the 926 contour in the 2-LIDAR contour data. Consequently, the DNR <br />believes it is reasonable to adjust the location of the south boundary of the wetland to line up with <br />the southern extent of the 926 contour, and recommended using the following latitude/longitude <br />coordinate as the southern extent of PW-W 82026000 (Latitude: 45.14832; Longitude: - <br />92.99045). In regards to the east/west extent of the wetland, the DNR has recommended using <br />926+ as the rough estimate of the OHWL where plants generally transition from aquatic emergent <br />(like cattails) to wetland plants (like canary reed grass). At this time, the project proposer does not <br />anticipate work within the public waters wetland. If work within this portion of the wetland <br />becomes necessary, the project proposer will coordinate with the DNR for a more refined OHWL, <br />and apply for any necessary public waters work permits or utility crossing licenses. <br />According to FEMA Floodplain mapping (accessed April, 2014), the project is located within <br />Flood Panels 27163C0138E; HUC 07010206. Portions of the north -central and southwestern <br />areas of the project are within a 100-year flood zone (Exhibit 6). The site is also not in or <br />adjacent to state or federally -designated wild or scenic river land use zones or near designated <br />trout streams. <br />There are no shoreland overlay districts, wild and scenic rivers, critical areas, or agricultural <br />preserves within the project area. <br />b. Discuss the project's compatibility with nearby land uses, zoning, and plans listed in Item 9a <br />above, concentrating on implications for environmental effects. <br />The surrounding properties are zoned as R-3 and Low Density Multiple Family Residential (R-4) <br />to the north, south, east and west of the site. Areas west of the site are zoned as general <br />industrial (I-3). Areas further to the east are within rural residential district (RR), and long term <br />agricultural district (LA) for agricultural preservation. <br />
