Hugo City Council Meeting Minutes for April 17, 2017 <br />Page 7 of 9 <br />about the wildlife that was not mentioned in the EAW, and she also had concerns about the <br />traffic. <br />Grace LaValle Schostag, 5361 145th Street North, asked about whether there was enough room <br />for the highway easement. She stated she was sick of paying for parks being maintained by <br />Public Works and wanted police protection and fire protection. She questioned where the <br />stormwater was going and said there would be major problems with traffic and water. <br />Chris Dufresne, 15764 Fenway Avenue North, spoke in favor of the development. He said he <br />has lived in Hugo since 2005, and building homes will bring more people, jobs, and commercial <br />development to Hugo. <br />John Arcand stated he was the former owner of the property. He talked about his background <br />that eventually resulted in the home he grew up in being demolished and property becoming the <br />ownership of the bank and/or his cousin, who had issued a restraining order against him. <br />City Attorney Dave Snyder informed Arcand he should only talk about things germane to the <br />development. Arcand asked for an Environmental Impact Statement (EIS) to be completed. <br />Klein made motion, Haas seconded, to approve RESOLUTION 2017-8 ISSUING A <br />NEGATIVE DECLARATION OF NEED FOR AN ENVIRONMENTAL IMPACT <br />STATEMENT FOR ADELAIDE LANDING. <br />All Ayes. Motion carried.. <br />Petryk made motion, Klein seconded, to approve the Wetland Replacement Plan for Adelaide <br />Landing. <br />All Ayes. Motion carried. <br />Miron made motion, Petryk seconded, to postpone action on the Preliminary Plat and PUD until <br />the May 1, 2017, meeting. <br />All Ayes. Motion carried. <br />Update on the Yellow Ribbon Network <br />Council Members Chuck Haas and Phil Klein updated the Council on the activities of the Yellow <br />Ribbon Network to date. Over the past few months, the YRN had been sending packages to <br />troops overseas and have received "thank you" notes. Haas provided some pictures, and he <br />thanked the Hugo Lions Club for the Girl Scout Cookie donations. He talked about the Youth <br />Hunt at Wild Wings on April 9 and thanked Dan Arcand for his donation to the YRN. Next <br />week is Hamburger Night sponsored by Dan Gallatin. <br />
