Hugo City Council Meeting Minutes for April 17,2017 <br /> Page 3 of 7 <br /> Approval of Claims <br /> Adoption of the Consent Agenda approved the Claims Roster as presented. <br /> Approve Annual Performance Review for Parks Planner Shayla DenawaX <br /> On May 11, 2009, the City Council approved the hiring of Shayla Denaway as the Economic <br /> Development/Parks Intern, and on May 3, 2010, Council approved promoting Shayla as the new <br /> Parks Planner. Adoption of the Consent Agenda approved the annual performance review for <br /> Parks Planner Shayla Denaway. <br /> Approve Special Event Permit for Blue Heron Grill Tent Party on June 23-24, 2017 <br /> The Blue Heron, 14725 Victor Hugo Boulevard, had applied for a Special Event Permit for their <br /> annual outdoor tent party to be held on Friday, June 23 and Saturday, June 24. A Special Event <br /> Permit approved by Council is necessary because alcohol would be sold outdoors, over 200 <br /> people were expected to attend, the event will extend past dark, and there will be amplified <br /> music. Adoption of the Consent Agenda approved the Special Event Permit for the Blue Heron <br /> Grill Tent Party subject to the conditions in the permit. <br /> Approve Renewal of 2 a.m. Closing Time for Blue Heron Grill <br /> Blue Heron Grill, Inc., 14725 Victor Hugo Boulevard, had applied for renewal of its 2:00 a.m. <br /> closing time license. City staff had reviewed the application and found it to be satisfactorily <br /> complete. Adoption of the Consent Agenda approved the renewal of the 2:00 a.m. closing time <br /> for the Blue Heron Grill <br /> Approval of Use Agreement with the Waters Edte Homeowners Association for Use of <br /> Stormwater for Irrigation Purposes. <br /> City staff had been working with the homeowners' association at Water's Edge to develop a use <br /> agreement for stormwater irrigation from a nearby pond. This project includes the portion of the <br /> Water's Edge development south of Evergreen Drive and north of Frenchman Road. The Rice <br /> Creek Watershed District and the Metropolitan Council have provided grant funds to assist with <br /> the cost of this project. The agreement had been approved and signed by the homeowners' <br /> association. Adoption of the Consent Agenda approved the Use Agreement with the Waters <br /> Edge Homeowners Association for use of stormwater for irrigation purposes. <br /> Approve Resolution Calling for Public Hearing on the Issuance of Revenue Bonds— <br /> Minnesota Autism Center Proiect <br /> The City of Hugo was asked to consider issuing Tax-Exempt Revenue Bonds, in an amount of <br /> no more than $5.1 million, on behalf of the Autism Opportunities Foundation (the "Borrower"), <br /> a Minnesota nonprofit corporation doing business as the Minnesota Autism Center. The bond <br /> proceeds would be used to finance the acquisition, construction, and equipping of an intensive <br /> therapy center for children and adults ages 10 to 21 diagnosed with autism spectrum disorder <br />
