Hugo City Council Meeting Minutes for April 17,2017 <br /> Page 4 of 7 <br /> ("ASD"). The project would be located at 2010 Silver Bell Road in Eagan, Minnesota. The <br /> Borrower also wanted to amend certain terms of the bonds that were issued by the City of Hugo <br /> in 2015 which were used to finance the acquisition, construction, and equipping of an <br /> approximately 48,000 square foot two-story school building that serves primarily high school <br /> students with ASD. The Borrower had agreed to pay the City of Hugo an issuer's administrative <br /> fee of 1/4 of 1% of the principal amount of the bonds in consideration for the City of Hugo acting <br /> as issuer. A public hearing on the proposal was scheduled for June 5, 2017. Briggs and Morgan, <br /> the City's bond counsel, had reviewed this request and found it to be a proper use of the City's <br /> bonding authority. Adoption of the Consent Agenda approved RESOLUTION 2017-9 <br /> CALLING FOR A PUBLIC HEARING ON THE ISSUANCE OF REVENUE BONDS <br /> AND AUTHORIZING THE PUBLICATION OF A NOTICE OF THE HEARING <br /> (MINNESOTA AUTISM CENTER PROJECT). <br /> Approve Final Payment to Arnt Construction, Inc. for 147th Street/Oneka Lake Boulevard <br /> Street Reconstruction Proiect <br /> Arnt Construction, Inc. had submitted the final pay request for work done on the 147�h <br /> Street/Oneka Lake reconstruction project. WSB Engineer Mark Erichson and Senior <br /> Engineering Technician Steve Duff had reviewed the request and found it satisfactory for work <br /> done. Adoption of the Consent Agenda approved the final pay request from Arnt Construction in <br /> the amount of$123,171.24. <br /> Approve Ordinance for Rezoning, Resolution for Preliminary Plat, and Planned Unit <br /> Development (PUD) for Adelaide Landing <br /> The Hugo City Council tabled this item at its April 3, 2017 meeting at the request of the <br /> applicant. Planner Rachel Juba provided background proposed development explaining Excelsior <br /> Group, LLC, had applied for a rezoning of the property to a PUD, approval of a Preliminary Plat <br /> and approval of a Planned Unit Development (PUD) for a residential development to consist of <br /> 319 single family residential lots and ten outlots to be known as Adelaide Landing. The property <br /> totals 216.6 acres, is comprised of seven parcels that include wetlands and floodplain, leaving a <br /> total buildable acreage of 146.2 acres. The PUD General Plan proposed the property to be <br /> rezoned from Single Family Detached Residential (R-3) to Planned Unit Development (PUD). <br /> At its March 23, 2017, meeting, the Planning Commission held a public hearing on the request <br /> and recommended Council approve the ordinance to rezone to PUD, resolution for the <br /> preliminary plat, and resolution for PUD. <br /> Juba stated the plan was the same as the one reviewed at their last meeting. The developer was <br /> proposing to use the city-owned property for a pond, landscaping, and trail system. The pond <br /> would have a 20 foot buffer and require removal of some trees and brush along the Country <br /> Ponds Development parcels. She also talked about the stormwater drainage plan stating the <br /> floodplain has been studied and the flood elevation would not increase. Juba addressed traffic <br /> concerns within the development and on Highway 61 stating the City continues to have <br /> discussions with MnDOT, and 130'h Street will be upgraded to a two-lane urban roadway. <br /> Rachel stated that the PUD exceeded the standards for residential development and met the intent <br /> of the PUD ordinance <br />
