XCEL Site Plan- Phase 4 <br />Page 3 <br />The City's discretion in approving or denying a conditional use permit is limited to whether or <br />not the proposed application meets the standards outlined in the Zoning Ordinance. If it meets <br />these standards, the City must approve the conditional use permit. <br />B. Consistency with Ordinance Standards <br />Site Plan <br />The application complies with the ordinance standards as follows: <br />Building Setbacks <br />The BP zoning district requires a 30 -foot front and rear yard setback and a side yard setback <br />equal to the height of the building, in no case less than 10 feet. The site plan complies with the <br />setback requirements. <br />Building Height <br />The Business Park (BP) zoning district has a maximum building height of 50 feet. The building <br />height will be approximately 26 feet. The site plan complies with the height requirements. <br />Building Coverage and Lot Coverage <br />The ordinance limits lot area to be covered by a building to 40% and lot area to be covered by <br />impervious surface to 80%. The site plan complies with the coverage requirements. <br />Landscaping <br />Section 90-181 of the Zoning Ordinance provides landscaping requirements for industrial <br />development. The site plan includes tree and shrub locations and species. <br />The ordinance provides two ways of calculating the required amount of trees and shrubs. One <br />based on the square footage of the building and one based on the perimeter of the site, whichever <br />is greater. In this case staff used the perimeter of the site. In order to meet the landscape <br />requirements, 46 overstory deciduous trees, 27 coniferous trees, 27 ornamental trees, and 177 <br />shrubs are required to be installed. The applicant is proposing 48 overstory deciduous trees, 54 <br />coniferous trees, 0 ornamental trees, and 182 shrubs. The applicant is substituting the ornamental <br />trees with 2 additional overstory deciduous trees and 28 additional coniferous trees. It's in staff's <br />opinion that this is a good substitution. The number of trees and shrubs will meet landscape <br />ordinance for the future full build -out of the site, which is approximately 53,000 square feet. <br />The ground cover will be native seed and wild flower mixes in a prairie like landscape design. <br />The applicant has stated that the ground cover will be designed, maintained, and installed by <br />professionals. The native plants are low maintenance and do not require irrigation. Staff will <br />continue to work with the applicant on reviewing and approving a maintenance schedule. <br />The applicant meets the landscape ordinance requirements for the development. <br />
