CITY OF HANOVER
ECONOMIC DEVELOPMENT AUTHORITY MINUTES
the public, the Planning Commission and the City Council. Peterson
recommended all stakeholders be invited to be involved in the process.
Strack noted it might be beneficial to conduct a cost analysis on existing
structures in Hanover to determine the financial impact on existing
business owners should they choose to expand. Strack also noted it may
be helpful to have a side-by-side comparison of MN Rule 1306
requirements and IBC requirements so Board Members could realistically
assess the level of protection required by the IBC versus additional impact
of MN Rule 1306. Strack added an informational meeting with
business/property owners could give EDA more input from the public.
Bartels and Sleypen offered to request quotes from fire suppression
system design/installation companies and report back to the EDA on the
cost-benefit ratio for expansions to their respective businesses. Haugen
will obtain information regarding insurance premiums with and without fire
suppression systems.
Peterson noted action at this meeting would be premature. He suggested
that after reviewing additional information at the September EDA meeting,
the EDA organize a joint public meeting with the Planning Commission,
City Council and Fire Department officials and perhaps include business
owners and representatives from fire suppression system companies. The
Building Official could be responsible for giving an informational
presentation at the meeting.
It was the consensus of the EDA to table the topic until the September 14,
2006 meeting.
2. Industrial Park Development Plan. Industrial
Strack noted Planning Commission reconsideration of the Schendel Development Plan
rezoning request was postponed until September 11, 2006 due to a large
number of hearings already scheduled for the August Planning
Commission meeting.
Strack also noted that following the previous EDA meeting; Mr. Jeff Minea
asked staff to consider adding industrial lots and an access to River Road
to the concept plan. The EDA had authorized staff to submit the request
and adjust lot boundaries at the July meeting; therefore, MDG, Inc.
requested NAC draft a revised concept. The revised concept and the
original concept were included in the packet. Strack noted MDG, Inc. is
seeking input from the EDA as to which concept should be forwarded to
the Planning Commission as the preferred concept.
Commissioners preferred the option containing 10 industrial lots and an
access to River Road. The Board discussed the potential zoning of a
portion of the lots to a less restrictive industrial class. Peterson noted the
public was clear at the previous hearing that 1-1 standards are desired.
Buchholtz noted the four southern-most industrial lots could be 1-2 to
transition from 1-3 to the south and 1-1 to the north.
Hanover EDA minutes: August 10, 2006 3
