CITY OF HANOVER <br /> ECONOMIC DEVELOPMENT AUTHORITY MINUTES <br /> Strack noted the previous public notice requested rezoning from R-1 to R- <br /> 2 and 1-1 and that a revised notice would need to be drafted and <br /> distributed. <br /> Haugen asked about the status of the concept plan, which illustrated <br /> industrial areas toward 5th Street. Strack noted the EDA had discussed this <br /> at a previous meeting and noted several potentially cost-prohibitive <br /> aspects to the larger redevelopment concept and embraced the smaller <br /> concept (limited to Schendel site) as the first step. <br /> Motion Urbanski, Second Bartels to request rezoning from R-1 to R-2, I-1 <br /> and 1-2 with the option illustrating ten lots and an access to River Road as <br /> the preferred alternative. Motion carried 7-0. <br /> EDA Strategic Plan EDA Strategic Plan <br /> Strack noted the EDA had postponed discussion on the Strategic Plan <br /> update at previous meetings to give Board Members additional time to <br /> review the memo and consider current goals and progress made toward <br /> those goals. <br /> Haugen asked Strack to comment on the goals, progress and the overall <br /> direction of the EDA. Strack stated the goals for redevelopment, industrial <br /> development, commercial development and transportation were applicable <br /> and that implementation was proceeding as referenced in the report. Strack <br /> noted a perceived possible disparity between ideal development concepts <br /> and what is possible for Hanover at this time. Strack also noted economic <br /> development successes are built over longer time periods and that the <br /> building blocks of business growth/redevelopment are dependent upon the <br /> establishment of basic economic infrastructure such as incentive programs, <br /> available land/buildings at prices the local economy would bear and an <br /> atmosphere that is considered `business-friendly'. <br /> Peterson noted that indeed economic development successes take longer <br /> periods of time and that that is the reality in Hanover. Peterson noted small <br /> steps would eventually lead to big gains. Peterson noted that establishing <br /> developments that are styled in a manner acceptable to Hanover residents <br /> might take additional time and effort. Peterson noted that working with a <br /> developer to establish facilities that meet residents' desires for style is <br /> possible especially if the EDA assists by finding tenants for such facilities. <br /> Peterson suggested this should be the EDA's main goal at this time. <br /> Peterson also noted a need to focus on businesses that are here already. <br /> Strack noted development projects in general would need to be financially <br /> viable and that the EDA could assist with financial incentives to fill `gaps' in <br /> funding but that the result would need to be affordable for end-users. Strack <br /> suggested interviewing Amy Jewett of Treehouse Childcare regarding the <br /> EDA's role in development and the development process.
