BACKGROUND: <br /> The properties are generally located to the north of Frenchman Road and west of Finale Avenue <br /> near City Hall. The property owner, Marvin LaValle, has signed a contract with the applicant, <br /> Bill Lentsch, to develop five parcels of land. The compilation of Lavalle's properties are <br /> currently vacant and contain flat,buildable land with a small portion of wetlands. The applicant <br /> would like to get feedback from the EDA on the project in regards to general layout, Lions Park <br /> expansion,housing types, road circulation and construction, and financing of road construction. <br /> 2. CONCEPT PLAN: <br /> Mr. Lentsch is planning to develop five parcels of land, all of which are owned by Marvin <br /> LaValle. The concept plan is shown to be developed in phases and will only take place on three <br /> of the five parcels. The site plan shows the layout of three multifamily residential buildings with <br /> parking and driveway connections stemming from Upper 146th Street and 146th Street, as well as <br /> the possible Lions Park expansion across Finale Avenue in lieu of the park dedication fee. Mr. <br /> Lentsch stated that the Assisted Living Facility will be the first project in the first phase of <br /> development. CommonBond intends to be another development phase, and the Congregate Care <br /> center will be a final phase. The concept plan is very basic intentionally. This was done to get <br /> comments from the EDA before Mr. Lentsch moves forward with the formal development <br /> approval process. <br /> Current Zoning <br /> The LaValle Properties are located in the Central Residential (CR-3) zoning district. The <br /> applicant intends to apply for a Planned Unit Development(PUD) to accommodate the density <br /> that is proposed. <br /> Page 11 <br />
