Hugo City Council Meeting Minutes for November 6, 2017 <br />Page 3 of 6 <br />Haas made motion, Klein seconded, to approve RESOLUTION 2017-40 APPROVING A <br />CONDITIONAL USE PERMIT FOR KEVIN MURAMATSU TO ALLOW RETAIL SPACE <br />FOR THE PROPERTY LOCATED AT 5611 152ND STREET NORTH, UNIT #3. <br />All Ayes. Motion carried. <br />Update on Oneka Lake Blvd/Harrow Avenue Neighborhood Meeting and Approve <br />Resolution Authorizing Preparation of Feasibility Study <br />On October 19, 2017, a neighborhood meeting was held at 7:00 p.m. in the Rice Lake Center. A <br />number of residents were in attendance that evening where Mark Erichson summarized the <br />proposed improvements. <br />City Engineer Mark Erichson explained the project area, which was Oneka Lake Boulevard from <br />Goodview Avenue to Harrow Avenue and Harrow Avenue from Oneka Lake Boulevard to 165th <br />Street. He stated it was the next project identified on the City's CIP. The proposed <br />improvements would consist of reclaiming and paving Oneka Lake Boulevard from Goodview <br />Avenue to Harrow Avenue and Harrow Avenue from Oneka Lake Boulevard to 165th Street. <br />He talked about road widths and a possible future water main and future trails as showed in the <br />comprehensive plan He stated trail are something the neighborhood was not in favor of but the <br />road could be widened to allow a safer road for pedestrians. Project cost is estimated at <br />1,600,000, not including sewer and water or widening the roadway, and would be paid for <br />through assessments and City funds. He talked about the assessment policy and the general <br />process as it is governed by state statute. He provided a potential schedule which would be to <br />hold a public hearing in January and begin construction in the spring of 2018. <br />Council members who were present at the neighborhood meeting stated the residents who <br />attended generally agreed the road condition was poor and it needed to be brought to a higher <br />standard. There was also overall sentiment that there should be no trail around Oneka Lake but <br />possibly widen the road and add porta potties. <br />Miron made motion, Klein seconded, to approve RESOLUTION 2017-41 ORDERING <br />PREPARATION OF A FEASIBILITY REPORT FOR PUBLIC IMPROVEMENTS TO ALL <br />OR PORTIONS OF ROADWAYS IDENTIFIED AS THE ONEKA LAKE BOULEVARD <br />AND HARROW AVENUE IMPROVEMENT PROJECT. <br />All Ayes. Motion carried. <br />Discussion on Concept Plan for Creekside Heights <br />Planner Rachel Juba presented to Council the Concept Plan for Creekside Heights to be located <br />north of the Peloquin Industrial Park, east of the commercial business along the east side of <br />TH61, and west of Oneka Lake. The Lincoln Group was requesting feedback from the Council <br />on a sketch plan for a subdivision of the 132 -acres, owned about various owners, for <br />development of 251 housing units. <br />
