4. PROPOSED IMPROVEMENTS <br />4.1 Roadway <br />Three roadway design options were considered for this report. The first two options proposed for the <br />project area include the reclamation of the existing asphalt pavement and aggregate base with only minor <br />subgrade corrections as needed with the roadway remaining a rural section. <br />The base roadway option considered for Oneka Lake Boulevard and Harrow Avenue was the existing 24 - <br />foot width. With this option, the roadway would be reclaimed and paved at the same width as the existing <br />roadway, with only minor improvements to the existing shoulder to meet State Aid Standards. The layout <br />of the roadway would include two 11 -foot driving lanes and two 1 -foot -wide paved shoulders, with a rural <br />typical section. This option minimizes both cost and construction impacts to the adjacent properties. <br />However, it does not provide any extra shoulder space for bikers or pedestrians. <br />The second roadway option considered, Alternate 1, was the widening of the existing rural section from a <br />24 -foot width to a 26 -foot width. The layout of the roadway would include two 11 -foot driving lanes and <br />two 2 -foot -wide paved shoulders, with a rural typical section. This option provides a somewhat wider and <br />safer route for pedestrians or bicyclists. However, the option would be more expensive than replacing in <br />kind, and would require minor grading work on the adjoining ditches. <br />Typical roadway sections are included in Figure 2 in Appendix A. <br />4.2 Drainage Improvements <br />The existing drainage systems will be maintained and culverts replaced as needed with only minor <br />drainage improvements to accommodate the proposed roadway alignment. Existing vertical and <br />horizontal alignments will be maintained to the greatest extent possible. <br />4.3 Utility Improvements <br />The existing watermain and sanitary sewer systems within Goodview Avenue and Green Avenue have <br />potential for connection at Oneka Lake Boulevard to serve the remaining parcels within the MUSA. The <br />new watermain and sanitary sewer utilities are proposed to connect at Green Avenue and extend 800 feet <br />to the east to provide service to the adjoining properties. Sanitary sewer and watermain are also <br />identified to extend across Oneka Lake Boulevard at Goodview Avenue to service a portion of the <br />property on the south side of Oneka Lake Boulevard. The installation of the City utilities is contingent on <br />the wants of the benefiting properties.
