Schwieters Final Plat, Text Amendment, Site Plan and CUP's
Page 5
a plan with information that outlines the number of existing trees to be counted and any planting
substitutions proposed.
Lighting
The ordinance requires lighting to consist of cut-off fixtures and for light cast on adjacent
property and roads not to exceed '/2 foot candle measured at the property line or 1 foot candle
measured at the street's centerline. The ordinance also required the light fixtures, whether pole
mounted or wall mounted to be cut-off fixtures. The applicant is proposing LED lights for both
the pole and wall mounted fixtures. The applicant will be required to provide the cut -sheet for
both the pole mounted and wall lights for staff review and approval prior to installation. The
lighting plan does not meet the ordinance standards along the south property line. The number of
pole lights could be reduced to meet the ordinance standards. Staff will continue to work with the
applicant on the number of pole lights and meeting the lighting ordinance.
Fencing and Screening
Exterior storage is allowed provided the storage area is screened from public rights -of -way and
residentially zoned property by an intervening building, berm, solid -wall, wood fence, or
landscape plantings. The screening shall be to a minimum height of six feet or a height sufficient
to screen the outside storage. All exterior storage areas are required to be stored on pavement.
The applicant is proposing an exterior storage area for the manufacturing operations. The area is
located on the north and south sides of the manufacturing/warehousing building. The area to the
north would contain the raw lumber materials. The area to the south will be the finished floor
panels and roof trusses. Some of the area will be screened by the existing wooded area along the
west property line. The applicant is proposing a combination of fencing and landscaping,
including a four foot berm, to screen the area from the surrounding properties. The exterior
storage is located approximately 300 feet from the residential properties to the north. The
applicant has done a good job of providing screening and significant buffer from the residential
properties. The applicant is proposing a chain link fence around the exterior storage. The fencing
details will be reviewed and approved by staff prior to installation. In Phase 2 and 3 the buildings
will also provide screening from the north and east property line. It's in staff s opinion that the
applicant has done a good job screening this area with a combination of the wooded area,
berm/landscaping, and location of the future buildings, but recommends additional coniferous
tree to be planted for screening prior to the future buildings being constructed.
The applicant is proposing ground mechanical equipment for air conditioning in the office areas.
The ground equipment is proposed to be screened with landscaping.
The applicant is showing a two foot raised parapet wall from the roof line of the building. The
applicant has stated that no roof top mechanical equipment will be installed. Staff recommends
the applicant raise the parapet another two feet to screen any future roof top mechanical
equipment. All roof top mechanical equipment shall be adequately screened from view.
The applicant has shown an area for a small trash enclosure. Staff recommends that the trash
enclosure be integrated into the building or screened with materials consistent with the building
