Schwieters Final Plat, Text Amendment, Site Plan and CUP's <br />Page 7 <br />Building Architecture <br />In August 2011, the City Council adopted the Commercial and Industrial Design Guidelines. The <br />guidelines allow flexibility on four-sided architecture for industrial buildings. The design of the <br />building meets the intent of the guidelines. <br />The building material for the manufacturing/warehouse building consists of integrally colored <br />precast tip -up concrete panels, with a horizontal design for an architectural feature. The intent is <br />to ensure the building is constructed of quality materials that require minimum maintenance. The <br />applicant has provided elevations that show coloration and patterning in design of the concrete <br />panels. The concrete is proposed to be a light brown earth tone. The front has significant glass <br />and the entrance is clearly defined. There are windows on all sides of the building. The applicant <br />is proposing a wood trellis canopy along the front of the building creating a covered space for <br />employee breaks. The exterior doors and overhead doors are proposed to be brown and <br />compliment the exterior color. Staff will work with the applicant on the proposed location, color, <br />and size of the numbers on the overhead doors. The applicant has not provided material samples, <br />but staff will continue to work with the applicant on the materials and color choices to ensure <br />compatibility. <br />The applicant has not provided elevations for the proposed warehouse building or two office <br />buildings. As a campus development building architecture, materials, and colors for all buildings <br />should be compatible. This will be a condition of approval for the campus development CUP. <br />Signage <br />The applicant is not proposing any signage at this time but, does show a sign at the building <br />entrance. Prior to the installation of any signs, the applicant shall obtain a sign permit. <br />Drainage/Grading <br />The applicant is proposing to utilize ponds and infiltration basins and to meet the stormwater <br />management requirements. Treated stormwater is discharged into the wetland complex to the <br />west as well as the storm sewer system along the east side of Fenway Avenue. The stromwater <br />management is designed to accommodate Phase 1 as well as future phases. The plan generally <br />meets the stormwater requirements, however, staff will continue to work on the technical details <br />of the stormwater management design. <br />At this time, the applicant is not proposing stormwater reuse. There is not enough green space on <br />the property to gain infiltration credits to meet the stormwater management requirements. <br />Utilities <br />City water service is available via an existing service stub adjacent to the site. Applicable trunk <br />and connection fees will apply. <br />Sanitary sewer service is available to the site via the existing Met Council interceptor located on <br />the east side of Fenway Boulevard, however, there is difficultly in providing service to the site <br />
