Hugo City Council Meeting Minutes for April 16, 2018 <br />Page 4 of 6 <br /> <br /> <br />possibility of seasonal employment to assist with ongoing engineering functions throughout the <br />City. The City had been unsuccessful in filling the vacant Engineering Technician position since <br />Steve’s retirement in January. Staff expected to re-advertise and continue the search to fill the <br />vacant position in the early fall. Meanwhile, the City would be relying on a combination of <br />Public Works staff, WSB and Associates staff, and Steve Duff to continue to perform the essential <br />engineering tasks. Adoption of the Consent Agenda approved the hiring of Steve Duff as a <br />Seasonal Engineering Technician, with the expectations of working approximately ½ time (40 <br />hours per 2 week pay period) at a pay rate of $30 per hour as needed throughout the summer and <br />fall of 2018. <br /> <br />Approve Renewal of 2 a.m. License for the Blue Heron Grill <br /> <br />Since May 2010, the Blue Heron Grill held a license that permitted the establishment to stay open <br />until 2 a.m. This license was to be renewed annually with approval by the City Council. <br />Adoption of the Consent Agenda approve the renewal of the 2 a.m. license for the Blue Heron <br />Grill. <br /> <br />Approve Purchase of a Combination Sewer Cleaning Truck <br /> <br />For many years, the Public Works Department had been borrowing a combination sewer cleaning <br />truck from White Bear Township to perform necessary sanitary sewer and storm sewer <br />maintenance. The purchase of a USED combination sewer cleaning truck is something that the <br />Public Works Department had been planning for quite some time. Staff worked with Finance <br />Director Ron Otkin to budget and plan for this equipment. Staff felt that purchasing a quality <br />used truck was the best option for Hugo. New combination trucks ranged in price between $450k <br />and $500k. Staff felt confident that a quality used truck valued at half the price of new one could <br />be found and secured. City Staff had been successful in obtaining a Rice Creek Watershed <br />District Urban Stormwater Remediation Cost-Share grant in the amount of $25,000 to use <br />towards the purchase of a pre-owned combination sewer cleaning truck. Although some of these <br />vehicles were located in Minnesota, many of them were not. Public Works Director Scott <br />Anderson had recommended that two Public Works employees travel to the best location to <br />perform the inspections and negotiate the purchase of the combination truck. This process had <br />been discussed with, and supported by, City Administrator Bryan Bear and Finance Director Ron <br />Otkin. Adoption of the Consent Agenda approved staff to travel to a location, yet to be <br />determined, to inspect and purchase a combination sewer cleaning truck priced at approximately <br />$230,000. <br /> <br />Receive Plans and Specs and Authorize Advertisement for Bids for Oneka Lake Blvd and <br />Harrow Avenue Road Project <br /> <br />At its March 5, 2018, meeting, Council approved the resolution ordering the improvements to <br />Oneka Lake Boulevard and Harrow Avenue and the preparation of the plans and specs. City <br />Engineer Mark Erichson explained that plans were prepared and shared with the residents at the <br />open house held on Wednesday, April 11, 2018, where approximately 8-10 residents attended. <br />Mark recommended Council approve the resolution approving the plans and specs and <br />authorizing the advertisement for bids for the Oneka Lake Boulevard/Harrow Avenue road <br />improvement project. If approved, the bid date would be May 24, 2018, and it would be on the <br />Council agenda for June 4, 2018 for award.
