Page 7 <br />Density <br />The maximum development density for a PUD in the R-3 zoning district is 4 units per net acre. <br />The Low Density Residential (LD) land use designation identifies residential land uses developed <br />between 2 units per net acre and 4 units per net acre. The applicant is proposing a residential net <br />density of 1.9 units per net acre, which fits the requirements of a PUD. <br />The eastern 40 acres is guided as Medium Density Residential (MD) in the land use plan and it <br />identifies residential land uses developed between 3 units per net acre and 8 units per net acre. <br />This area is designated as a greenway corridor in the Everton Avenue AUAR and has several <br />wetlands throughout the property totaling approximately 22 acres, making it hard to develop into <br />a residential development. A portion of this area is proposed to be dedicated for park dedication <br />purposes to the City. Since the area is designated as a greenway corridor and there is guidance in <br />the AUAR to preserve this area, it's in staff s opinion that this is a good use for the property <br />instead of a residential development. <br />Although the applicant is requesting flexibility on lot sizes and setbacks, the density meets the <br />ordinance standards. <br />Development Phasing <br />The applicant is proposing to construct the development in four phases. The phasing plan the <br />applicant provided shows the phasing generally starting from the south at the end of Oneka <br />Parkway and heading north. The first phase would start in 2018 and includes the platting of <br />approximately 50 lots, with a combination of single family homes and villa homes with access <br />off of Oneka Parkway and Ethan Trail. As development continues northward on the site in later <br />phases of the development, connections will be made to Falcon Avenue and neighboring <br />properties. <br />Landscaping/ Signage <br />The applicant has provided a full landscape plan. According to Section 90-181 Landscaping, <br />each home site shall have two deciduous shade trees maintained in the front yard. The applicant <br />is proposing to have two trees in the front yard of all lots. The landscape plan shows boulevard <br />trees along the streets and landscape buffers along Oneka Parkway, where residential lots are <br />adjacent to the road. <br />The plan also shows a nicely landscaped area for a monument sign on Outlot H, and landscape <br />buffers within the development creating a good transition to the proposed single family homes. <br />The trees and landscaping proposed to be installed with the development is approximately 547 <br />trees, which is more than what the ordinance requires. All of the landscaping within the outlots <br />and along Oneka Parkway shall be maintained by the Home Owners Association. <br />In addition to exceeding the landscape ordinance standards, the applicant is proposing to preserve <br />some significant stands of trees that are currently on the property. It's in staffs opinion that the <br />
