Page 8 <br />applicant has done a good job with the landscape plan and the preservation of existing trees. Staff <br />is comfortable with the landscaping proposed for the development. <br />Lighting <br />The applicant has not provided a lighting plan. The applicant will be required to have a plan <br />proposing typical street lighting within the development that meets the ordinance standard. The <br />applicant shall install the Veron decorative lamp style light throughout the development, to be <br />consistent with the developments to the south. <br />Streets/Access <br />The applicant is proposing three access locations from Ethan Trail, Oneka Parkway, and Falcon <br />Avenue. The applicant has also provided access to properties to the west and north of the <br />development. Staff has been working with the applicant on items regarding the construction of <br />Oneka Parkway. The design of the road is being discussed in regards to eliminating the <br />landscaped median as the road moves to the north. Staff is comfortable discontinuing the median, <br />but the applicant shall revise the plans to provide a raised concrete median transition that <br />eliminates the center median rather than the striped transition proposed. <br />The City has a 100 feet roadway easement to the north of the development, for the extension of <br />Oneka Parkway to 1651h Street. The applicant shall revise the plans to shift Oneka Parkway to the <br />west to align with the roadway easement. The applicant shall also revise the plans to shift Street <br />1, which connects to the property to the west, south to avoid wetland impacts on the adjacent <br />parcel. <br />Sidewalks and Trails <br />The applicant is showing sidewalks along one side of each street within the development. A <br />sidewalk should be added to the east side of Falcon Avenue to continue the existing sidewalk. <br />The plan shows trails along the east side of Oneka Parkway, Ethan Avenue (west of the <br />parkway), along Street 3 (between Ethan Trail and Street 4) and in the cul-de-sac on Street 4. The <br />trails are proposed to connect to the proposed park area from the cul-de-sac on Street 4 and <br />another area east of Ethan Trail. Staff will continue to work with applicant on the trail connection <br />points. The applicant has provided a plan showing how trails could meander through the <br />proposed park areas, but is not proposing to construct the trails with the development. The trail <br />system, if desired by the City and Parks Commission will need to be installed by the City. The <br />trail would likely be mulch. <br />The 2030 Comprehensive Plan shows a trail along Oneka Parkway and along Farnham Avenue. <br />The trail will be required to be installed along Farnham Avenue at the time the road is improved. <br />The applicant is not proposing to construct Farnham Avenue. This area is proposed to be <br />dedicated as a park. If the park is improved and a parking lot is desired, Farnham Avenue could <br />be extended to make a connection to the park. As an alternative, if the property to the east <br />develops, a developer could approach and propose a road connection with would be installed and <br />
