Page 9 <br />paid for by the developer of the property to the east. The City should be open to this alternative. <br />This may mean a revision to the plat to have Outlot J be split into two outlots, one for park <br />dedication and one for a possible road extension. The applicant has done a good job meeting the <br />Comprehensive Plan in regards to trails. <br />Drainage/Grading <br />The City will review and issue a stormwater management permit for the development. The plans <br />include managing stormwater through a combination of ponds and a stormwater reuse system. <br />The design is consistent with stormwater rules as proposed, and staff will work with the applicant <br />to finalize the plans and issue a stormwater permit as the project moves forward. <br />The developer is showing grading on neighboring properties that they do not control. The plans <br />shall be revised to remove any grading on adjacent properties. However, the developer is <br />proposing to expand a pond in the Prairie Village development to the south that staff is <br />comfortable with. <br />A revised phasing plan shall be submitted to include grading of the site. This revised plan shall <br />address what the site will require for storm sewer and grading beyond the initial phase of <br />development. Staff expects more of a mass grading for the site to build up the site and <br />accommodate the stormwater and reuse needs. <br />Water Re -use <br />The plans include the installation of a stormwater reuse system to be utilized to irrigate <br />individual lots. The system is feasible from a water availability and equipment standpoint and <br />staff will finalize the technical details as the project moves forward. The system will be installed <br />by the applicant and owned/operated/maintained by the homeowner's association. The system <br />will be part of the overall stormwater management improvements to be included as part of the <br />stormwater permit. A stormwater reuse agreement between the City and the applicant shall be <br />recorded. The agreement will include provisions that will allow the City to operate the system in <br />the event that it is necessary to maintain compliance with the stormwater permit. The provisions <br />will include an ability to assess any City costs associated with operation and maintenance of the <br />system. <br />Staff is working with the applicant to determine whether or not the water reuse system will <br />generate stormwater management credits beyond those required to meet their own permitting <br />requirements. If that is the case, the City will include in its use agreement with the developer that <br />excess credits generated are the property of the City. <br />Wetlands <br />The property includes some wetlands, which have been delineated and approved by the City as <br />the Local Government Unit (LGU) The applicant is proposing to impact .9 acres, of the 25 acres <br />of wetland, for grading and street construction.
