Page 10 <br />replacement plan to the Technical Evaluation Panel (TEP) for approval of the wetland impacts. <br />The wetland replacement plan will need to be approved prior to final plat approval of any phase. <br />The wetlands are also under jurisdiction of the Army Corp of Engineers. In addition to City <br />approval, the replacement plan will need approval from the Army Corp of Engineers. The <br />applicant has applied for the approvals. <br />The replacement plan has been revised by the developer after the preliminary plat plans were <br />submitted to the City. The applicant was previously proposing onsite mitigation of the wetlands <br />but is now proposing to purchase wetland banking credits for the impacts. The applicant shall <br />revise the preliminary plat documents to reflect the current wetland replacement plan and remove <br />the onsite mitigation area. <br />Homeowners Association <br />A homeowners association (HOA) is proposed for the development. There are three housing <br />styles (single family detached homes, smaller single family detached homes, Villa homes) that <br />are proposed within the development and would have their own sub homeowners association. All <br />of the homes would be part of a Master HOA that will be established for the development to <br />own/operate/maintain the landscaping within the outlots, landscaping along Oneka Parkway, and <br />the water re -use system. The HOA would also establish an Architectural Review Committee <br />(ARC) to review and approve the home designs per architectural design guidelines. The HOA <br />documents and the architectural design guidelines shall be reviewed and approved by staff prior <br />to the recording of the final plat for the first phase. <br />Preliminary Plat <br />The preliminary plat consists of 177 residential lots and 10 outlots.
