Page 11 <br />Park Dedication <br />The developer is proposing to dedicate 20.96 acres of land for the purposes of a public park. <br />Parkland dedication of 9.26 acres is required, therefore the proposed dedication satisfies the <br />requirement. The area is shown as a portion of the greenway corridor per the Everton Avenue <br />AUAR completed by the City in 2001. This area was determined to have significant natural <br />resources that should be preserved and considered to be obtained for park dedication satisfaction. <br />The park dedication, plus additional land, is proposed by the developer. The developer has shown <br />an area on a site plan showing the amount of land that is required to be dedicated (10% of <br />upland). This is a representation of the land to be dedicated and the possible areas for trail <br />improvements. The developers is proposing to make connections to the park in two places on the <br />east side of the development from Ethan Trail and the Street 4 cul-de-sac. <br />The Parks Commission considered the park dedication proposal at its May 16, 2018, meeting. <br />Staff recommended that the Parks Commission support the proposed park dedication. The Parks <br />Commission recommended approval of the park dedication proposal with recommendations to <br />the City Council to include the following conditions in the resolution: <br />l . Recommended splitting Outlot J into two outlots to allow flexibility if a proposal came <br />forward to construct a road connection off of Farnham Avenue or if the Parks <br />Commission decided to construct a parking area for the proposed park. <br />2. Recommended that the developer continue to work with City staff on the park <br />connections from the development and that the developer shall construct the connections <br />and improve them with a bituminous trail to the prosed park. <br />The developer stated the recommendations are reasonable. Staff included these conditions in the <br />draft resolutions. <br />Drainage and Utility Easements <br />There are a number of Outlots included as part of the plat. All of the outlots are proposed to be <br />dedicated to the City. The Outlots should include drainage and utility easements. <br />Utilities <br />Water service is provided by connecting to the existing watermain located within Oneka <br />Parkway, Ethan Trail, and Falcon Avenue. 12" trunk watermain extends the entire length of <br />Oneka Parkway. Trunk watermain oversizing will be reimbursed by the City of Hugo. <br />Sanitary sewer service is provided from the southerly portion of the site by direct connection to <br />the existing systems within Oneka Parkway, Ethan Trail, and Falcon Avenue. The northern <br />extents of the proposed development are the limit of what can be served by gravity sanitary <br />sewer. As outlined in the comprehensive sanitary sewer system plan, a lift station will be <br />required directly to the north of Oneka Place for future development. <br />
