PUD's offer flexibility to develop a site through the relaxation of most normal zoning <br />district standards. The use of the PUD zoning also allows for a greater variety of uses, <br />internal transfers of density, construction phasing and a potential for lower development <br />costs. In exchange for this flexibility, the city has the expectation that the development <br />plan will result in a significantly higher quality and more sensitive proposal than would <br />have been the case with the use of other, more standard zoning districts. <br />In exchange for the flexibility to allow smaller lot sizes the applicant is proposing the <br />following: <br />• Preservation and enhancement of open space totaling 25% of the overall <br />development. The open space includes several wetlands and upland areas. The <br />applicant is proposing this area to be an outlot, owned and maintained by the <br />Homeowners Association (HOA). The applicant is showing trails within the <br />outlot that creates walking loops and access to the outlots that the application is <br />proposing along Sunset Lake. <br />The development will be accessed off of a cul-de-sac to be built off of 1251h Street North <br />at Hilo Avenue. <br />3. BACKGROUND: <br />In 2006, a request from Benchmark Properties for a Rural Preservation Program <br />Preliminary Plat was approved for "Sunset Shores" consisting of 39 single family homes <br />on these properties. At their meeting of July 12, 2006, the Parks Commission accepted a <br />park dedication proposal which included expansion of the existing City -owned property <br />on Sunset Lake and a 35 acre outlot that included wetlands, park improvements, and <br />trails. <br />4. CONSISTENCY WITH COMPREHENSIVE PLAN: <br />Open Spaces/Parks <br />The Parks, Trails, and Open Space Plan does not identify a need for a neighborhood park <br />in this area because it is outside of the Metropolitan Urban Service Area (MUSA). <br />However, the Parks Plan states that "providing access to and protect Hugo's water <br />resources including wetlands, lakes, and streams is encouraged to build a connected, <br />multi -function parks system". With the 2040 Comprehensive Plan updates, residents <br />expressed a desire to see "natural water amenities for outdoor activities such as boating <br />and winter fishing." <br />The sketch plan shows an association owned open space (Outlot A) of approximately 30 <br />acres. This area includes wetlands and a pond, but would a wood chip trail would be <br />constructed for horse riding. The trail would also provide a trail leading to the properties <br />on Sunset Lake. <br />-2- <br />Preserve on Sunset Lake <br />June 20, 2018 <br />
