identify risks and vulnerabilities associated with natural and manmade disasters and develop <br />long-term strategies for protecting people and property from future hazard events. After making <br />the required updates to the Washington County All Hazard Mitigation Plan over the past two <br />years, the plan was submitted to Minnesota Homeland Security and Emergency Management and <br />then FEMA for approval. Both agencies reviewed the plan and approved it with no changes <br />required. A FEMA-approved hazard mitigation plan is a condition for receiving certain types of <br />non -emergency disaster assistance, including funding for mitigation projects. Washington <br />County Sheriff's Office Emergency Management is requesting the City approve a resolution <br />approving the Mitigation Plan. To receive any of the funding sources through the county, a local <br />jurisdiction must have submitted a signed resolution to the county for submittal to the State and <br />FEMA. Staff recommends Council approve the Resolution approving Washington County's All <br />Hazard Mitigation Plan. <br />GA Approve Auto Dismantling License for Hugo Auto Parts <br />Mike Brant, owner of Hugo Auto Parts at 16615 Forest Boulevard North, has applied for renewal <br />of their Auto Dismantling Facility License, which expires on November 3, 2018. Staff and <br />Washington County conducted an inspection of the property on October 23, 2018 and found the <br />facility to be in compliance with City of Hugo and Washington County code requirements. Staff <br />recommends Council approve the Auto Dismantling Facility License for Hugo Auto Parts for <br />two years, to expire on November 3, 2020. <br />G.5 Approve Letter Supporting the Metropolitan Council's 2019-2020 Clean Water Fund <br />Request <br />Council Member Klein suggested this be added to the agenda to approve a letter in support of the <br />Metropolitan Council's 2019-2020 Clean Water Fund Request. Metropolitan Council has a <br />Fiscal Year 2020-2021 Clean Water Fund request. Over the past eight years, Metropolitan <br />Council has received funding from the Clean Water Fund that has helped communities <br />implement projects that help achieve sustainable water supplies through the Water Demand <br />Reduction Grant Program and the Metropolitan Area Water Supply Sustainability Support. The <br />City of Hugo has recently benefitted from such programs by received funding through <br />Metropolitan Council for the Beaver Ponds Water Reuse Project, Water's Edge Water Reuse <br />Project, and rebate program. Staff recommends Council approve the letter supporting the <br />Metropolitan Council's 2019-2018 Clean Water Fund Request. <br />G.6 Approve Ordinance and Resolutions Approving PUD, Preliminary, Final Plat, and <br />Development Agreement for The Preserve on Sunset Lake Development <br />Shlayba, Inc., is requesting approval of a PUD, preliminary plat, final plat, and development <br />agreement for the development of 13 single family homes on 136.7 acres to be known as "The <br />Preserve on Sunset Lake" located near the southwest corner of Sunset Lake. The property has <br />existing wetlands but is primarily farm fields with one existing home in the southeast portion of <br />the site. The homes will be located on 5- to 10-acre with most lots located off a cul-de-sac in the <br />center of the site. Each lot would have its own well and septic system on site. The applicant <br />would retain a 27.26-acre Outlot A as open space owned by the Homeowners Association <br />(HOA), dedicate a 0.93-acre Outlot B north of 125th Street to the City for an expansion of an <br />existing City owned park parcel and a 0.07-acre Outlot C that will provide lake access for Lot 4. <br />The overall density of the project is 1 unit per 10.52 acres.
