City staff is working with the applicant on maintenance agreement requirements for <br />stormwater features that will their responsibility. <br />Wetland <br />6. Wetland type and boundaries were approved as part of a Notice of Decision submitted on <br />December 29, 2017. <br />7. There are three existing wetlands on the subject property with impact proposed to <br />Wetland 1 (0.44acres), impact to Wetland 2 (1.14 acres) and no impact proposed to <br />Wetland 3. A wetland replacement plan that purchases wetland banking credits has been <br />approved. <br />8. The applicant will need to apply for a "no -loss" for the temporary impact of construction <br />for the proposed stormwater facility in the NW corner of the site on wetland 3 <br />(excavation or drainage). <br />Grading, Street, and Utility Plans <br />9. Sanitary Sewer service was originally proposed to come from the 42" MCES interceptor <br />along the east side of Fenway Avenue as identified in the Comprehensive Sanitary Sewer <br />System Plan. The applicant had difficulty providing sewer service to the proposed site <br />due to the proposed site elevation, existing sewer elevation, and existing storm sewer <br />elevation that creates a conflict. With that said, staff reviewed alternate sewer service <br />options that involve connecting the sanitary sewer to a pipe in a sewer sub district <br />directly north of the proposed site. The sanitary sewer in this location discharges directly <br />into the lift station adjacent to the Fenway Place subdivision. The lift station wet well <br />and sanitary sewer forcemain are adequately sized, however the lift station pumps will <br />need to be upsized to maintain capacity for remaining areas in the sub district for which it <br />was originally designed. The applicant will need to compensate the City of Hugo <br />$15,000 for the upsizing of the lift station pumps. This is a cost-effective solution as the <br />applicant would otherwise need to install their own lift station on site. The sanitary sewer <br />that extends south from 1401h Street along the west side of Fenway Avenue will be in a <br />45 -foot public drainage and utility easement. The main will be publicly owned and <br />maintained by the City of Hugo. Individual services extended from this main will be the <br />responsibility of the owner. <br />10. Watermain Service is available from the 12 -inch trunk main along the east side of <br />Fenway Avenue. The applicant will be extending an 8 -inch watermain across Fenway <br />Avenue and into the site that will be capable of serving their proposed and future <br />buildings within the site. The Hugo fire department has reviewed the proposed hydrant <br />coverage within the site and feels it meets their requirements.
