A summary of some of the background data for the project are subsequently outlined. <br />Wetland Impacts <br />On Monday, April 2, 2018, the Hugo City Council approved the Wetland Determination. Three <br />wetland areas were identified during the 2016 wetland delineation. There are no proposed <br />impacts to the large wetland complex (Wetland 3) on the western portion of the Site. Wetlands <br />1 and 2 are described as shallow marsh wetlands. The proposed wetland impacts consist of <br />approximately the entire Wetland 2 (1.14 acres or 49,800 SF) and 0.44 acres or 19,300 SF of <br />wetland area from Wetland 1. Proposed wetland impacts total 69,100 SF or 1.58 acres. The <br />Applicant is proposing mitigation at a 2:1 ratio through the purchase of 138,200 SF or 3.16 acres <br />of wetland credits from Wetland Bank 1522. <br />Parking <br />The parking counts shown throughout all phases of site plans are based upon an anticipated <br />maximum Schwieters' employee count of 50 persons per shift, with a shift overlap potentially <br />requiring parking accommodations for 100 persons. We have also designed the future phases <br />site plans with the understanding that parking would be shared throughout all facilities on the <br />site (with the necessary cross easements) and that parking count minimums required by Hugo's <br />zoning code be met through areas of deferred parking. <br />Our goal in using deferred parking is to demonstrate the ability of the site to accommodate a <br />potential future change in ownership or use which would require additional parking. The <br />deferred parking shown on the site plans indicate areas that could meet required zoning. For <br />the phases shown, the minimum counts required by Hugo's zoning code represent a number far <br />beyond anything that Schwieters will require. Future buildings are proposed to be office <br />warehouse type usage with minimal staffing. Should the intended use change at the time of the <br />future development, the parking capacity and design would be revised to meet that use. <br />Phasing <br />Phase 1 consists of the 144,000 square foot (136,000 SF footprint) combined manufacturing <br />and storage building, the parking lot to the east of the building, raw material storage north of <br />the building, finished product to the south, as well as all storm features and sanitary and water <br />mains and services. Two connections to Fenway Boulevard are proposed at locations deemed <br />to be aligned with the existing accesses or spaced appropriately. Sanitary, water and storm <br />stubs will be placed during Phase 1 to save costs and limit site impact when Phases 2 and 3 <br />occur. Phase 2 consists of a proposed 45,000 square foot storage building on the NW corner of <br />the site. Phase 3 consists of two proposed office/warehouse combination buildings, one each <br />on the NE and SE corners of the site. Please see architectural plans for details on future site <br />phasing. <br />Plan Set Purposes <br />The goals and purposes of the Architectural and Civil plan sets differ and therefore minor <br />differences in the content of the plans exist.
